SUMMARY:

BioMarin is hiring for an Associate Director/Director, Government Affairs to support Global Legislative Health Policy Development. Initial focus will be on US state health policy. The portfolio of legislative research, policy & message development, and legislative advocacy can also include US federal Policy and global health policy. The candidate will be an integral part of a team that is responsible for ensuring a cohesive, effective government affairs strategy.

RESPONSIBILITIES:

  • Provide consistent legislative monitoring and analysis to qualify and quantify the effects of certain state, federal and global government initiatives on BioMarin’s business prospects.
  • Prepare monthly legislative reports for internal executive distribution.
  • Identify threats and opportunities with respect to state or federal policy changes and provide strategic guidance to address.
  • Align internal policy positions from internal cross functional groups.
  • Lead Government Affairs group efforts to develop policy messaging targeting political leadership on issues pertinent to BioMarin.
  • Research and author policy position papers that reflect the policy position of the company.
  • Respond to industry association requests for legislative policy feedback.
  • Develop and collate materials that support equitable access to rare disease therapies (and gene therapies) in Medicaid.
  • Assist with other duties as assigned, including but not limited to management of state association participation, advocacy organizations, and representation at key events.
  • Manage and adhere to corporate policies and practices.
  • Assist with management of internal Government Affairs Committee activities, meetings, presentations.
  • Ability to communicate and frame issues in a bipartisan fashion.

 

EXPERIENCE:

  • 8-10 years of experience in government, and/or related healthcare policy environments in positions of increasing responsibility.
  • Legislative work experience is a plus. Strong understanding of how politics, policy trends and the legislative process could impact BioMarin’s strategic goals and the rare disease community.
  • Economic modeling research and/or policy analysis is important.
  • Significant knowledge of the state legislative process and state executive branches.
  • Thorough understanding of state and federal budgeting processes and experiences.
  • Ability to compare global health systems, reimbursement and coverage frameworks.
  • Demonstrated understanding of Medicaid systems and differences in state operations. Preference given to those with knowledge of Medicaid pharmaceutical policy.
  • Excellent interpersonal skills with proven ability to work cross functionally and with external stakeholders.
  • Strong project-driven organizational skills along with excellent written and verbal communication skills
  • Demonstrated outstanding strategic planning and communication skills.
  • A high level of energy and passion toward patients, science and public health.
  • Proven teamwork and collaboration skills, with a demonstrated ability to interact and influence all levels of business.
  • Detail-oriented, self-initiating, well-organized and capable of managing multiple projects simultaneously and independently.
  • Demonstrated ability to think outside the box and develop innovative solutions.
  • A desire to work in a fast-paced corporate culture of a highly innovative company.
  • Willingness and ability to travel (up to 30% of time), including evenings.
  • Consulting experience would be a plus.

EDUCATION:

Bachelor’s degree required. Professional degrees in law, public policy, or related field preferred.
