Summary This position is responsible for the oversight and direction of strategic activities to ensure compliance with Federal and State programs in order to mitigate overall financial risks. Additionally, this position oversees operational activities including the administration of contractual agreements with Managed Care customers (including but not limited to Managed Care Organizations, Group Purchasing Organizations, Long Term Care Pharmacies, Direct Hospital, Federal Sales, Managed Medicaid), to foster sales growth in key markets, maximize profit margins and ensure compliance with corporate discounting objectives. Participate in the development of reimbursement and pricing strategies for market products as it relates to such opportunities. Provide recommendations concerning all outlier issues by reporting on contract performance versus projections and developing appropriate recommendations for any corrective measures. Responsibilities
  • Oversee the Company's compliance with Federal and State Programs including, but not limited to Medicare and Medicaid drug rebate programs, the Veteran's Healthcare Act and 340B programs. Key strategic business partner to the US business brands, contracting and trade teams driving clarity around the dynamics and requirements for participation in State and Federal programs to ensure all current and future products remain in compliance with these requirements. Minimize government risk and maximize government sales potential by recommending pricing options and ensuring understanding of the impacts of those actions. Independently research all government initiatives and laws that will impact the Company's commercial strategy and provide Senior Management with recommendations on the strategy going forward.
  • Oversee the functions of government price calculation and reporting including AMP, including 5i, BP, ASP, 340B, NonFAMP, Federal Ceiling Price, FSS, etc. Manage the internal team and 5 outside vendors toward this goal. Reveiw and approve all monthly and quarterly submissions to ensure compliance with regulations. Lead the development of system and procedural documentation to ensure compliance with government regulations and ensure completeness and accuracy of all price filings to ensure alignment with legislation and DSI policies.
  • Oversee contract operations and rebate administration for Managed care customers, ensuring timely and accurate payment of all rebates.
  • Lead chargeback operations ensuring class of trade validation and contract eligibility management. Act as primary point of expertise in support of the strategic build-out of chargeback validation capabilities.
  • Cultivate, enhance and develop staff to ensure a high degree of service is maintained and staff remains focused on corporate goals and maintains a high level of motivation. Lead the team to ensure that all contracting and rebate administration processes are compliant with government policy and internal corporate SOP’s while aligned with the Company's overall direction. Develop strong business partnering and teamwork. In addition, oversee the management of 5 outsourced vendors providing support in Government price reporting and rebates, commercial rebates; FSS, Chargeback administration and 340B compliance and refunds. Ensure the vendors provide the same level of service expected from in-house teams.

  • Bachelor's Degree Business, Finance or applicable area of study preferred required
Experience Qualifications
  • 10 or More Years of Pharmaceutical experience required
  • 4 or More Years of supervisory experience preferred
  • 7 or More Years of Managed Care contracting experience preferred
  • 4 or More Years of finance/budgeting experience preferred
  • 4 or More Years of Medicaid and other government established programs preferred
  • 4 or More Years Oncology experience preferred
  • 4 or More Years of 340B and chargeback experience preferred
