The Director of Payer Contract Strategy and Operations, reports to the Executive Director, Payer Access. This role will develop and execute contract objectives at national, regional, and government payers as well as select IPAs, IDNs and ACOs. This position will develop and prioritize contract objectives and measure performance for the Regeneron product portfolio across payer and PBM contracts. The position will implement short and long-term contract initiatives, including handling the annual RFP and redline process to ensure appropriate coverage with specific payer customers. The Dir of Payer Contract Strategy and Operations will partner with legal, government pricing, brand leadership, market access leadership and national, regional, government and federal account directors on business planning and strategy as well as contract management and execution.

Responsibilities:
  • Develop strategic plans and identify contracting priorities for national and regional customers in order to improve product access and contract performance.
  • Develop a schedule to handle the annual commercial and Part D RFP process and ensure timely business case development, review, approval, and timely contract review, approval and execution in conjunction with the customer.
  • Cross-functional collaboration with Account Directors, Market Access counterparts (brand access leads, govt pricing), legal, and internal corporate partners to ensure contract execution and optimal contract performance.
  • Participate in development of quarterly and long term contract performance reviews for contracted accounts, that addresses overall divisional, corporate and brand initiatives and goals. Work with management to assess progress and track progress.
  • Assess industry contracting landscape and opportunities for improved or expanded product access at terms that are beneficial to Regeneron.
  • Work closely with Managed Markets partners in regards to segment support, which includes Managed Markets strategic imperatives' implementation, brand initiative planning and strategy pull-through while ensuring effective customer contract pull through for all patient support and access programs.
  • Reporting of progress and contract/RFP status in accounts through business plan updates to management on a quarterly basis.
  • Supervise, track and improve key performance indicators as identified by scorecard metrics.
  • Collaborate with legal, account managers, and customer to ensure a smooth and timely redline and contract execution process.
  • Successfully implement all programs including providing input to Managed Markets Marketing to assist in the development of segment marketing programs and tools.
  • Map meaningful payer contracting trends, and current Managed Markets landscape, competitive intelligence, and positioning, to the overall central initiative and pull-through outcomes of the Managed Markets Access Team.
  • Implement strategies and tactics to support appropriate product placement and reimbursement (coverage, coding, payment and patient access).
  • Represent the Managed Markets organization during annual contract redline discussions at identified payer organizations and other industry associations or entities.

Experience and Required Skills:
  • Bachelor's degree and/or Master's degree from an accredited college or university12+ years of ""progressive"" industry including strong knowledge of reimbursement, IPA/IDN/ACO organizational structure - past experience at a healthplan or PBM is strongly desired.
  • Managed Markets experience with commercial payers and/or experience calling on IPAs, IDNs or ACOs.
  • Demonstrated knowledge of payer decision-making for policy, coverage, coding and patient access to existing and new products.
  • Significant knowledge of payer RFP, product review, contract review, and redline processes.
  • Exceptional communication skills
  • Effective negotiation skills with examples of results.
  • Demonstrated problem-solving capabilities through strategic planning.
  • Demonstrated leadership and organizational skills.
  • Effective consultative and networking capabilities through account selling experience.
  • Ability to skillfully negotiate in tough situations with both internal and external customers, while working within a constantly evolving payer, managed markets and corporate environment.
  • Critical skill set to successfully collaborate with account teams through collaboration with other members across all commercial business and field groups to improve overall strategic planning and pull-effectiveness.
  • Proven ability to work independently, adhere to specific timelines, deliver on administrative responsibilities, and execute business planning and initiatives.
  • Demonstrated effectiveness operating in a field-based position at multiple levels.
  • Proven project management skills (leading without authority), with the ability to handle multiple tasks with multiple partners.
