The role is a key component of Regeneron's Public Policy Office and this individual must be able to understand substantive policy considerations related to infectious diseases, such as COVID-19, facing the biopharmaceutical industry, and help develop a strategy to inform the implementation of effective advocacy plans to optimize the company's interests before national and state government and policy decision-makers. The person in this role will contribute to the development of strategies in partnership with leadership from across the organization and should have experience in managing a myriad of projects across different functional groups within an organization.

The individual must be able to effectively analyze federal and state policy developments, both legislative and regulatory, and assess their potential impact through the development of quantitative models and analytical approaches to provide insights on the impact of policy developments on the company's interests and those of our patients. Notably, the individual should have an advanced knowledge of Medicare (Part A, Part B, Part C, and Part D) Medicaid, private payer, and federal government payers coverage, coding, and reimbursement policies. In addition, the individual should be able to inform and help develop strategic policy recommendations to optimize the company's interest in the context of such policy activities before Congress and the Executive Branch and with key third-party interests and other government bodies.

The individual will help support the ongoing day-to-day policy analytic needs for Regeneron's commercialized products and pipeline therapies. The individual will have robust experience with government reimbursement policies and third-party reimbursement. The candidate must have comprehensive knowledge of CMS and major commercial payers' coverage, coding, and reimbursement rules and regulations and help contribute to identifying potential solutions to reimbursement coding, payment and coverage challenges for commercialized products.

The candidate must possess excellent quantitative, analytical and strategic skills, have worked effectively in strategy teams. S/he will inform and advise company advocacy efforts in a fluid and rapidly changing federal policy environment. Additionally, the person will have:
  • A demonstrated ability to develop and oversee quantitative policy analyses, including Medicare payment system analyses, to prioritize policy issues that influence Regeneron's ability to operate effectively as an innovative company dedicated to bringing life-transforming medicines to patients
  • Robust experience with extracting and using both public (e.g., Medicare Public Use Files) and private (e.g., Regeneron company information) data to create accurate analytic, predictive, or assumption-driven assessments of Regeneron's products within various policy proposals/demonstrations
  • Demonstrated ability to present quantitative results to both technical and non-technical audiences (internal and external), in formats such as Excel, PowerPoint, and written memorandum
  • Outstanding written and verbal communications skills with a sophisticated understanding of U.S. policy processes;
  • Strong policy research skills and knowledge of sources of information on public payer issues;
  • Excellent problem-solving skills, including the knowledge of how to research complex policy issues, and the ability to perform qualitative and quantitative analyses;
  • Demonstrated ability to write/develop business documents (e.g., e-mails, memos, and PowerPoint presentations) clearly and succinctly in a timely manner, as well as the ability to ensure content accuracy and appropriate tone
  • Extensive experience with presenting to small, mid-size, and large groups about key policy and reimbursement issues impacting Regeneron's business and be able to comfortably and thoroughly present such information internally and externally on behalf of Regeneron
  • Demonstrated ability to interpret and explain policy analyses and insights of other key entities (e.g., CMS, MEDPAC, ICER, Regeneron proprietary Data on File)

  • Must have a bachelor's degree; graduate degree in public policy, healthcare policy or law, or another related field is highly preferred
  • Minimum of 8+ years relevant healthcare policy and reimbursement analytics experience
  • Quantitative analytical skills, including advanced knowledge of Microsoft Excel
  • Experience and comfort with existing Medicare and commercial data sets, including but not limited to medical claims, prescription drug claims, hospital chargemaster data, medical policy data, drug formulary coverage data
  • Deep understanding of Medicare payment policies, particularly related to pharmaceuticals and associated services
  • Experience in a wide range of topics, including coverage, coding, and payment across commercial and public payers, drug distribution and specialty pharmacy, and patient support services
  • Ability to translate detailed technical information to others with limited experience in policy or quantitative analysis
  • Excellent verbal and written communication skills and presentation skills to convey complex and changing legislation, regulations, and their impact
