Gilead Sciences is currently seeking an industry leader for Director, R&D Outsourcing within our Development Business Operations department. The Director will have the opportunity to provide direction, strategy, oversight and expertise in Development Outsourcing within the categories for global Phase 1 - 4 clinical ancillary, Biometrics and Clinical Data Sciences. This role will have the opportunity to manage, mentor and motivate a successful senior outsourcing team within a shared services environment with direct reports who support the global portfolio. The Director will have the opportunity to work within a broad scope of procurement, contracts and outsourcing. The Director will lead operations within the entire life cycle including vendor selection, RFI, RFP, vendor selection decision, contracting, monitoring performance, change orders and ensuring proper closeout of clinical agreements. The position will have the opportunity to work in a matrix environment and regularly collaborate with Senior Management and cross functional teams. As part of the leadership team the Director will lead strategic initiatives within clinical vendor outsourcing, contract management, category management and budget development including negotiation and drafting expertise, in a high volume, fast paced environment.

Delivery Excellence
- Manages contract and sourcing activities for clinical development programs providing consistent customer service and delivering quantitative value through cost savings and transformation/innovation.
- Collaborates with internal customers in vendor bidding and proposal development (RFP creation and analysis).
- Acts as SME to staff working on contracts in resolving complex issues relating to contract negotiation or management.
- Oversees the identification, selection and management of global external service providers.
- Leads Vendor bid defense meetings.
- Manages the contract negotiation process for complex or high value contracts.
- Delivers with optimal collaboration, accountability, and integrity to business partners.
Strategic Thinking
- Ability to understand an analyze from multiple complex sources such as financial and operational perspectives
- Influence vendor selection and category strategy with stakeholders at all levels
Innovation
- Identifies, develops, and deploys best practices in vendor selection, cost containment, and category management practices
- Leverages prior experience with external benchmarking, industry best practices, and technology for continuous improvement
Influence and Partnership
- Engage with the Stakeholder leadership to drive sourcing strategy, compliance, and continued partnership
- Exhibits competency in regularly establishing relationships with internal and external cross functional teams, such as clinical operations, legal, finance, compliance

- Leads a team of Development sourcing and contracting professionals globally, and develops others by identifying and mentoring high performers through a culture of inclusion and collaboration
- Exhibits strong managerial skills and demonstrated success in managing multiple direct reports in a global and virtual environment

- Demonstrated ability to make critical decisions related to clinical vendor agreement negotiations and escalations
Communication

Capabilities and Requirements
- Experience in providing thought leadership and consistent customer service
- Expertise in the end-to-end sourcing and contracting process, including RFx, contract negotiation and management.
- Demonstrates an in-depth knowledge of the clinical research process and the regulatory environment across functions.
- Demonstrated leadership skills while working in fast paced and changing environment
- Travel may be required
Knowledge, Experience and Skills:
- Relevant experience with a BA or MS in a relevant discipline.
- Relevant experience typically includes contract negotiation, category management and/or clinical outsourcing or procurement
- Experience leading a team of 3 or more
- MBA preferred
- PMP/CPSM or equivalent a plus
