Overview

Medical Science & Computing is searching for a Health IT Program Manager to support the National Institutes of Health (NIH). This opportunity is a full-time position with MSC and is based in Bethesda, MD but allows for remote work.

Duties & Responsibilities

  • Plan, schedule, coordinate, and manage the project and related personnel and resources, monitor specific task completion, and manage project timeline for a timely completion of the project goal.
  • Manage personnel, operations and finance for the lifecycle of technology projects.
  • Communicate with all levels of management, personnel, subcontractors and client agency representatives.
  • Responsible for the implementation of policies and goals of the client
  • Actively apply QA measures to the management and performance of the contract.
  • Act as contact person and liaison between NIH, writers, editors, communications personnel, and other stakeholders.
  • Work with the Project Director to coordinate contributions from authors and subject matter experts (SMEs), including activities related to data and document sharing and version control.
  • Ensure compliance with laws, recordkeeping, regulations, policies, and procedures associated with all aspects of project.
  • Maintain version control for all project documents and records, within the scope of federal recordkeeping and privacy regulations. Provide review and editing of documents as directed by the Project Director.
  • Plan and Evaluate: Meet with the NIH leadership and Project Director to establish expectations and objectives, establish baselines for project scope, budget, and timeline. Define specific tasks, set priorities, determine short- and long-term goals and strategies to achieve them, determine resource requirements, assist in the coordination with other federal agencies and stakeholders, monitor progress against timeline and evaluate outcomes.
  • Assist in the management of a large multi-disciplinary team to ensure tasks are completed efficiently. These include but are not limited to subject matter experts (SMEs), science writers, researchers, administrative personnel, and communications experts, and project stakeholders, while maintaining privacy in activities with sensitive information.
  • Assist with the management of the project budget; prepare budget reports for NIH leadership monthly, or immediately in the case of any budget irregularities or unexpected financial occurrence.


Requirements

Requirements
  • Bachelors degree plus five years of experience involving federal agencies or non-governmental organizations, specifically experience involving the production of a large technical or scientific report.
  • Experience on broad, multi-year project with multiple stakeholders and structured processes involving more than 20 people and a budget of over $1 million.
  • Experience working on health science or research-related projects with a number of stakeholders external to the organization.
  • Demonstrated project management skills, effectively managing multiple stakeholders, arranging resources and managing projects using modern project management software to organize, initiate, and manage a project of this scope and budget.
  • Demonstrated ability to facilitate and coordinate a shared goal with multiple personnel; ability to effectively manage and prioritize competing responsibilities; ability to communicate and persuade staff and management at all levels.
  • Excellent oral and written communications; an ability to present and discuss technical information in a way that establishes rapport, persuades others, and gains understanding

Preferred
  • Project Management Institute PMP certification is desired but not required.
  • A scientific background including knowledge of cancer clinical trials, bioinformatics, and medical terminology is desired.
