Job Summary:

Builds strategic plan for the standardization of the entire Outsourcing process from Request for Proposal (RFP) to final contract. Leads the audit/filing processes for R&D Procurement in liaison with internal stakeholders. Has strategic vision, can articulate it, and break it down so it can be implemented. Demonstrates leadership skills. Is experienced and comfortable leading complex initiatives of high dollar value from inception through to implementation. Demonstrates ability to handle global projects through established interactions with Japan and Europe as required. Leads collaborations with all required departments to draft project. Shows confidence and competence at handling tenuous or challenging relations. Demonstrates strategic foresight and thought when approaching tasks and ensures that all key stakeholders are fully on board. Leads team to be engaged, empowered and deliver objectives on time.

Responsibilities:

Demonstrates strong knowledge of the industry, vendor base, and regulatory issues. Builds content for continuous improvement training of R&D Procurement group. Is responsible for the assessment, creation, revamping, maintenance & application of processes, procedures and policies of the R&D Procurement group, as well as any associated training. Works across complex projects at the local and cross-regional level. Provides critical evaluations and implications of decisions. Participates in the evaluation or Development of sourcing strategy processes to build a good vendor base. Manages vendor relationships, as needed.
Provides consistent leadership of the strategic procurement activities involving the assessment, selection, negotiation and management for externally contracted services.
Acts as liaison with internal stakeholders (ex: Finance, Legal and other internal Daiichi-Sankyo functions) and external stakeholders to resolve issues and provide information, as required, that are consistent with Daiichi Sankyo quality, business, and corporate business objectives.

Identifies and recommends FMV processes for development, implementation and circulation/training with the team. Builds templates that will support the teams to create the content of the contract.

Develops sourcing strategies to build a good vendor base and Manages vendor relationships. Persuades and influences CRO leadership and internal stakeholders. Coaches and mentors R&D Procurement colleagues. Provides expertise and understanding of procurement principles, legal language and vendor selection criteria.

Ensures Audit readiness
  • Creates and implements the process for audit readiness
  • Manages the processes and systems required by R&D Procurement to store/file all documents require for audit readiness
  • Liaises with all relevant stakeholders to ensure policies and procedures where OPM has accountability are tracked
  • Act as the representative of R&D Procurement in audit/inspections
  • Liaise with audit coordinator to ensure all documents are redacted as needed.
Creates process to measure and track R&D Procurement Metrics
  • Recommends and prepares key procurement metrics to help Sr. Director make informed decisions regarding performance of R&D Procurement team
  • Suggests course correction tactics as appropriate
Evaluates, implements and maintains R&D Procurement systems to support team in all their activities

Lead the development and implementation of contract coordination team & processes, procedures and/or systems to improve organizational efficiencies and cost controls. Leads the contract coordinators in the creation of the final work order/ amendments for execution - while ensuring a streamlined process for stakeholders (including legal) and buyer population.

Responsible for the development and management of other ad hoc special projects as they arise. Required to keep informed of industry trends and newsworthy happenings, company product pipeline progress, and overall financial position of the Company in order to provide meaningful support and input into the Outsourcing strategy and its implementation plan. Demonstrates expert understanding of procurement principles, legal language, vendor selection criteria. Problem solves and negotiates in most service types, studies, and programs. Coaches and mentors colleagues. Persuades and influences CRO leadership and internal stakeholders. Requires minimal supervision. Proactively predicts and prevents issues and conflicts; appropriately escalates as needed. Excellent communication and presentation skills.

Education/Experience:

Bachelor's Degree required; Masters Degree in Business Administration or Life Sciences preferred (would take highly experienced with Bachelors)

Minimum 10 years in outsourcing, health sciences or related field (clinical trials), deep experience in pharma procurement

Line management experience
CRO experience

Working knowledge of clinical trials
