This position is responsible for the leading the IT Infrastructure department in North America, covering all North American Santen locations (currently: Emeryville, Miami, Santa Barbara, and Toronto), with a direct reporting line to the Head of IT North America. The jobholder is responsible for:
  • Lead a team of both internal and outsourced resources to provide infrastructure solutions and end user services for the IT function of Santen in North America
  • IT Infrastructure covers all systems, servers, network equipment and services as all end user services for communication, collaboration, support and maintenance. It is expected that the job holder continuously identifies areas of improvement of services to be provided and to take appropriate actions to achieve the goals defined
  • In addition, the job holder will act as the North American IT infrastructure representative in the global Infrastructure domain, having strong interactions with Japan, Asia / China, and EMEA


IS Strategy and Project Portfolio:
  • Understand Santen’s business environment, business model and company strategy
  • Accountable for the IT infrastructure strategy in North America in relation and coordination with the Global Information Systems infrastructure strategy from Santen Group
  • Define and supervise the execution of projects to develop and improve the infrastructure and related end user services based on a project portfolio management and its associated governance
  • Develop and implement relevant IT policies and procedures, including those for architecture, disaster recovery, standards, purchasing, and service provision

Project Initiation and Execution:
  • Lead projects to implement new infrastructure solutions or new end user services developing business cases or opportunity studies when needed, establishing project plans aligned with Santen business domains expectations
  • Supervise and coach project members from project kick-off to closure, so that the project meets its objectives in terms of deliverables, costs, timelines and business value
  • Understand projects, services specificities, and end user requirements in an environment with many remote management situations.
  • Understand and consider the end to end approach based on user expectations to provide not only a technical solution but all the change management, communication, training, and support services needed
  • Ensure there are continuous PDCA (Plan, Do, Check and Action) cycles to improve services and solution in place in relations with KPIs and SLAs in place or to be developed

Team and domain management:
  • Ensure a proper workload dispatch between the different team members and ensure backup between themselves
  • Ensure a sustainable “control tower” of IT Infrastructure activities, to have no actions or requests, which are falling aside
  • Apply the ITIL principles to the activities in order to leverage best established practices and have a standard approach

Stakeholder Relationship and Vendor Management:
  • Maintain good working relationships with internal stakeholders, especially with main business stakeholders / management and IT global/regional management
  • Support IT peers / colleagues in charge of business applications to provide the right infrastructure advices or solutions allowing them to provide the right applications to business domains
  • Manage IT suppliers by defining clear guidelines and objectives, relying on KPIs and SLAs in coordination with the governance in place. Challenge organization and governance in place to propose and implement improvements

Budget and size of organization:
  • Develop and manage the budget proposal for the IT Infrastructure domain in accordance with the services expected by business domains and company guidance on budget directions
  • Execute the budget in respect of its objectives in terms of services to operate, solutions to deliver.
  • Current size of organization: 2 internal FTE and 3 external contractors (100% assigned to the Santen IT infrastructure department in North America). In addition, external vendors supporting end user services, helpdesk, network, device management, … and other infrastructure services
  • The size of organization will continue to evolve, and the number of subordinates may increase over time

  • University degree in Business, Computer Sciences, Engineering, or related field
  • Minimum of 10 years progressive experiences in IT including a minimum of 5 years experiences in infrastructure and complex projects management
  • Minimum of 3 years management experience
  • Broad knowledge and perspectives on IT Infrastructure, consisting of a variety of technical components (network; Windows systems and workstations; Cloud-based infrastructure architectures; VMWare; VDI architecture; infrastructure services & KPIs, etc.):
  • Excellent track records of delivering results
  • Successful experiences of change management (Process changes and organization changes)
  • International experience of working with stakeholders in a global organization
  • Project management skills with the ability to implement and manage technologies rapidly and effectively. Demonstrable skills applied to infrastructure projects with roll out activities based on knowledge and experience.
  • Documentation and presentation skills that are convincing for management
  • Fundamental knowledge on information / IT security
  • Prior experience in a GxP / FDA-regulated environment
  • ITIL Certification
  • Strong interpersonal and consulting skills
  • Ability to effectively prioritize and execute tasks in a high-pressure environment
  • Excellent written & verbal communication skills
  • Demonstrated initiative and ownership
