POSITION: Director, Pricing & Contracting Strategy
FUNCTION: Commercial
LOCATION: Redwood City, CA
POSITION SUMMARY: The Director, Pricing & Contracting Strategy will be responsible for leading and managing the strategy and operational functions related to product pricing, access-based contracting, and government price reporting in support of Allakos products. This role will work closely with colleagues across Commercial, Legal, Compliance, Finance, and IT to develop and execute strategies for managing payer, GPO, and direct purchase contracts, government statutory rebates, government price reporting, and gross-to-net modeling. As a member of the broader Market Access team, this role will also be called upon to assist in a wide variety of capacities consistent with a rapidly growing organization. This position will report to the Head of Market Access and will be based at the Allakos corporate office in Redwood City, CA.

PRIMARY RESPONSIBILITIES:
- Lead the development of pricing and contracting strategies to support the successful commercialization and growth of Allakos products
- Incorporate market insights to guide value-based net pricing strategies while maximizing product access across payers, GPOs, and direct purchase customers
- Establish and manage the Pricing & Contracting Committee, analyze and present contracting opportunities, and establish contract terms to support business needs
- Manage contract operations and price reporting, including responsibility for ensuring accurate and timely submission of all relevant prices, such as ASP, AMP, Best Price, 340B Ceiling Price, Medicaid URA, NFAMP, FSS and all required statutory reporting
- Maintain class-of-trade schema in collaboration with internal parties and the 3PL partner
- Partner with Finance and Commercial colleagues to develop and manage gross-to-net discount rate models to support forecasting, accruals, and actuals
- Regular review and validation of eligible 340B covered entities, advising removal of terminated entities from 340B contracts as necessary
- Establish and manage processes for reviewing chargeback data for statutorily priced transactions to ensure accuracy against appropriate prices
- Review and validate commercial, Medicaid, TRICARE, and Medicare rebate claims/invoices to ensure accuracy and appropriate funding requests for timely payment
- Establish and maintain process for reporting pricing changes/updates to the appropriate pricing compendia services
- Guide the development of internal infrastructure and capabilities, ensuring that broader Market Access team needs are incorporated and support development of training curriculum for Market Access and commercial field teams
- Support the Market Access national and regional payer account teams with product-specific contract negotiations with payer customers
- Monitor and communicate progress towards payer coverage
- Monitor and brief management on relevant regulatory developments to inform corporate, commercial and product strategy including competitive entry impact and P&L implications
- Perform other duties as needed, including participation and/or leadership of both planned and ad-hoc special projects with cross-functional partners
- Comply with all laws, regulations, and policies that govern the conduct of Allakos activities
QUALIFICATIONS & EXPERTISE:
- BA/BS degree required, advance degree (MBA, MHS) preferred
- Minimum 7 years of US contracting and government pricing experience in the pharmaceutical industry
- Experience across a range of product types including infusion buy-and-bill
- Knowledge of and experience with commercial contracts and demonstrate the ability to translate the impact of those arrangements including net price
- Strong understanding of US managed markets and government pricing programs
- In-depth knowledge of the contract assessment platforms (e.g. Model N) to optimize system configurations and thoroughly test changes that impact the system and pricing calculations
- Demonstrated ability to establish priorities, manage shifting priorities, and handle numerous time-sensitive projects with multiple deadlines
- Flexibility in prioritizing work and ability to thrive in a rapidly changing environment
- Strong analytical and quantitative ability, with comfort using Excel to generate forecasts and analyses
- Demonstrate strategic thinking, creativity, problem solving, critical analysis, initiative, judgment, and decision-making skills with a focus on results
- Excellent interpersonal, written and oral communication skills
- Strong relevant subject matter knowledge
