Job Description

Summary:

This highly visible role reports to the VP of Global Medical Affairs for Oncology Cell Therapy. As a member of the global Medical Affairs Leadership Team, the Executive Director will lead GHEOR strategic initiatives supporting the 3-year plan with tactical plan of action activities yearly aligning with the cross-functional team, and oversee its prioritization, resource allocation, and final delivery of HEOR projects which support global access and demonstrate the overall value of the cell therapy franchise. As the lead of the global team and regional EU team, the ED is an experienced, well organized professional who will develop, implement and manage the HEOR book of work and lead a diverse team to improve access around the world.

Develop and Manage Global HEOR Strategy:
  • Provide strong visionary leadership for GHEOR activities, primarily in the US, UK and specifically, Australia, Canada & Europe (ACE) with other world areas as assigned.
  • Ensure that resources, personnel and expertise are appropriately prioritized and deployed to successfully and efficiently meet HEOR commitments and time lines.
  • Develop and execute GHEOR strategies in collaboration with internal stakeholders and alliance partners.
  • Educate the organization on the latest developments and thinking in HEOR as it relates to evidence-based medicine, regulatory processes and reimbursement policies.
  • Maintain awareness of quickly evolving global reimbursement landscape and the evidentiary needs of health care decision-makers to guide GHEOR strategies
  • Collaborate with R&D, Commercial, Market Access, and Medical Affairs to access data gap and to provide input on GHEOR (clinic, economic, patient reported outcomes) endpoints within Phase 2-4 clinical trials.
  • Drive the design and development of pharmacoeconomic models, budget impact and disease treatment models with and for key stakeholders.


Build Teams, Manage and Develop Talent:
  • Build out team to support our business partners (US Market Access, US Government Affairs, PADs, MSLs) as well as generate data, influence access, and increase dialogue with national payers, authorized treatment centers (ATCs) and key policy stakeholders (e.g., ICER, MEDCAC, CMS, etc)
  • Build out an EU HEOR team to support our business partners (ACE Market Access and ACE Med Affairs) and provide country level data and support to support access and reimbursement in ACE (and regions 1 and 2, with time) as needed.
  • Inspire and lead direct reports and indirect reports to ensure attainment of established goals and objectives.
  • Ensure global compliance with all relevant internal and external policies and regulations applicable to health economics and outcomes research.
  • Promote a high performance, results oriented work culture and instill rigor to the selection, development and retention of human capital assets worldwide.
  • Promote a work environment that includes coaching, mentoring, accountability, feedback and high-performance standards with continuous development of direct reports.


Communications:
  • Set clear standards and expectations for the dissemination of relevant, accurate and compelling HEOR data.
  • Develop HEOR publications in conjunction with global pubs and medical affairs (e.g., manuscripts, scientific forum presentations, slide decks) resulting in dissemination of peer reviewed published evidence supporting the value propositions for CARTs
  • Communicate regularly and effectively with all study team members and other internal and external stakeholders.
  • Promote collaborative relations with stakeholders, vendors, consultants, and regulatory bodies around the globe.
  • Represent company before scientific and professional meetings/conferences.
  • Ability to communicate effectively across the matrix and up to C-level management.


Basic Qualifications:
  • Advanced degree (MD, PhD or PharmD) and 14+ years of Industry experience OR
  • Master's degree and 14+ years of Industry experience OR
  • Bachelor's degree and 16+ years of Industry experience OR
  • High School degree and 20+ years of Industry experience


Preferred Qualifications:
  • HEOR methodologies, economic data analysis, econometric modeling and real-world outcomes research
  • Demonstrated commercial acumen and the ability to influence senior leaders and stakeholders
  • Record of successful implementation of novel methodologies or innovation within the realm of health economics and outcomes research.
  • Demonstrated record of peer reviewed scientific publications, dossier development and strategic, customer centered HEOR tool development.
  • In-depth knowledge of (US) healthcare systems including managed care organizations, IDN's, Medicare and Medicaid.; similar experience in national HTA agencies (ICER, HAS, GBA, NICE, etc)
