Location: Remote Northeast/MidAtlantic (location within 45 minutes of airport)

Position Summary:
The director of state government affairs and policy reports to the executive director of state government affairs and policy and will be responsible for developing, coordinating and implementing government affairs strategies and activities that advance Horizon Therapeutics' interests in designated regional territory. The Director is the key point of contact for government officials and stakeholders on state legislative and government policy matters that impact the company. The successful candidate will have a demonstrated understanding of how government actions affect our patients and company operations and is able to translate this into successful government affairs strategies and tactics to support the core areas of Horizon's government affairs focus: support for innovation and patient access. Collaboration with internal departments such as managed markets, compliance and government reporting, marketing and sales will be essential and the manager will be responsible for leading these team efforts to assess and address policy issues impacting access to care and business operations. The Director will serve as the company liaison on policy matters with state patient advocacy organizations, trade associations, state medical societies and other groups with complimentary policy goals. The ideal candidate is proactive innovative and passionate, able to initiate best practices, works well with teams and works to find answers when it appears there are none.

  • Provide clear, relevant and succinct analysis on legislative proposals and political strategies in the multi-state territory that are of major consequence to Horizon's business interests.
  • Recommend and develop prudent courses of action based on that analysis and, as appropriate, execute direct lobbying activities with legislators, Gubernatorial administrations, regulators and health agency staff, including drafting legislation, providing technical corrections and developing support for priorities to ensure patients' access to therapies and optimize Horizon's business environment.
  • Promote Horizon as a leading biopharmaceutical company that can be a trusted resource with elected public officials, patient advocacy groups, medical and business organizations that have major influence in the development of healthcare policy
  • Advocate for Medicaid policies to ensure patient access to Horizon therapies through the creation and implementation of legislative and grass roots strategies
  • Develop and execute a relationship strategy for allies and patient organizations to advance advocacy initiatives. Build and maintain grassroots coalitions, including executing employee grassroot activations efforts at the state level with approval from government affairs leadership
  • Represent Horizon and participate in pertinent committees for trade associations where Horizon has membership (BIO, state Biotech associations, chambers, etc.) and collaborate with organizations with mutually shared goals to further enhance patient access to therapies and coordinate with other Horizon departments with responsibilities related to group outreach
  • Prepare written summaries of legislation, government action and analysis and develop cross-functional communication strategies to update appropriate internal stakeholders on issues relating to Horizon's business interests
  • Collaborate and lead cross-functional strategy discussions, develop and implement action plans with internal teams including managed markets, compliance, government reporting, federal government affairs, medical affairs, sales and marketing and others
  • Direct contract lobbyists to effectively implement Horizon's strategic efforts in multiple states within the assigned region
  • Assist in developing budgets and effectively plan and execute initiatives to grow the company's image within the region; highlight and leverage Horizon's physical presence in the region.
  • Develop and manage the company's political contribution strategies, where permitted under applicable law.
  • Coordinate with Corporate Responsibility colleagues to identify, develop and leverage opportunities to engage with government officials regarding the firm's growing philanthropic initiatives and market expansion efforts
  • Assure company compliance with state/federal laws and regulations regarding lobbying activities

Qualifications and Skills Required:
  • Bachelor's degree required with a preference for it to be in public policy, government, political science or a related field; advanced degree is a plus
  • 7+ years of experience in state government affairs or state government with a demonstrated understanding of how politics, potential policies, trends and the legislative and regulatory process could affect the biopharmaceutical business. Previous advocacy experience with pharmaceutical/biotech, trade associations or patient organizations is highly desirable;
  • Must possess strong relationship building skills with existing relationships in the region being a distinct advantage;
  • Experience managing multi-state regions; previous state government affairs experience work in designated region is preferred
  • Can negotiate skillfully in tough situations with both internal and external groups;
  • Exhibit strong written and oral communications (e.g. public policy issue briefs//summaries and presentations on key issues);
  • Ability to assess situations and recommend plans of action in a timely manner, sometimes with incomplete information and under tight deadlines and pressure;
  • Handle multiple projects and tasks
  • Exercise independent judgment and discretion in matters of significance and operate with integrity and within company values; maintain high standards for ethical practice;
  • Must be able to work independently, lead initiatives, and function exceptionally well within a team;
  • Must be comfortable with dynamic, varied, adversarial, and at times fast paced state environment with short timelines as necessitated by state legislative calendars and other deadlines;
  • Is passionate about patients having access to life-enhancing medications;
  • Must be able to succeed in a highly matrixed organization with multiple project teams and issues;
  • Proficiency with MS Office Suite and Internet required.
