  1. JOB SUMMARY

This position is responsible for leading all aspects of plant operations including engineering, maintenance, facilities services, construction management, facilities planning, capital project management, and employee health and safety functions at the Bayview facility. The Director will contribute to the delivery of strategic and operational objectives by developing and implementing plant operations initiatives targeting productivity and revenue generating capacity enhancements. Will represent Emergent as a member of the site leadership team in business development conversations with potential clients or government officials for government contracts to share plant capabilities and operational information. Will develop plant operations team design to ensure continued success of the site. As a site leader, will help set strategic direction for the site as well as provide oversight, coaching, and mentoring to the engineering and facilities teams.

  1. ESSENTIAL FUNCTIONS


Leadership & Management
  • Leadership and oversight for all aspects of plant operations to ensure effective and efficient operations of all equipment and systems as well as the entire facility.
  • Lead continuous improvement activities to ensure site compliance as it relates to environmental health and safety.
  • Participate in business development related conversations with potential clients and government officials to highlight the capabilities of the site and share how the site can successfully meet their business goals and objectives.
  • Drive process improvement, operational excellence programs, and support both the CMDO business unit as well as the site to ensure cross-facility optimization.
  • Responsible for aligning technology and innovation to the business strategy providing feasible and realistic options to meet business demands and needs.
  • Provide leadership and coaching for the following functions: calibration, automation, preventative and corrective maintenance programs, facilities resource planning, managing the central utility plant, capital planning, master planning, capital project management, and computer-aided design.
  • Lead cross-site best practices (technology transfer, process validation, etc.), create project plans, risk management plans, communications plans, and cost and timeline baselines, track and monitor project progress including financials, schedule, resources constraints, risks, contract status and other appropriate project performance indicators, prepare and conduct presentations to all levels of the organization which may include project technical and budgetary information.
  • Provide high level strategic, operational, and technical insights to new clients and/or government agencies to support the integration of new products into the site.
  • Prepare and champion change proposals/requests through appropriate channels.
  • As a leader of the organization, acts as a role model and champion for Emergent's core values at all times.
  • Interact with corporate and functional executive management based upon business needs.
  • Ensure site compliance with state and federal codes and regulations.


Budget Responsibilities
  • Responsible for recommending capital expenditures to increase site capabilities and profitability
  • Maintains oversight for site capital expenditure budgeting.


Change Agent and Continuous Improvement
  • Drive continuous improvement as the Bayview site strives to become a Commercial Manufacturer of Drug Substance for Government Agencies and Commercial Clients.
  • Work Closely with the Site Operation Excellence team to improve all aspects of Engineering, Automation, Facilities and Maintenance.


(Cross-Functional) Project Management
  • Use expertise in project management to achieve results that are on time, within budget, and meet the defines quality parameters.
  • Provide site project management support and project status reports.
  • Facilitate strategy discussions with core team members across multi-functional groups.
  • Provide decision support across multi-functional groups, identify constraints and secure resources to address issues to maintain project schedule and/or budget.
  • Manage and appropriately communicate project scope changes, issues, and risks.
  • Create and maintain project scope, timelines, budgets, team, project plans, and project objectives .

III. MINIMUM EDUCATION, EXPERIENCE, SKILLS

  • A minimum of 15 years of experience in a biopharmaceutical environment in an engineering and/or facilities related role
  • Minimum 10 years in a plant operations strategic leadership role
  • Bachelor's Degree in an Engineering or Management related discipline; MBA preferred
  • Licensed Professional Engineer (PE, Certified Facility Manager (CFM) and/or Project Management Professional Certification (PMP) a plus
  • Previous experience in a Contract Development Manufacturing Operation (CDMO)
  • Must have prior experience building and maintaining critical infrastructure master plans and long-term capital plans
  • Must be able to operate in a fast paced, highly structured team based environment
  • Ability to effectively build rapport and maintain constructive working relationships with individuals at all levels of an organization
  • Proven ability to solve complex problems and challenges
  • Ability to think strategically and operationally
  • Strong negotiation skills
  • Strong communication and organizational skills
  • Demonstrated ability to effectively prioritize and coordinate functions and activities
  • Strong analytical skills, particularly with respect to the ability to identify and implement enhancements to processes and systems
  • Certification or Experience in Operational Excellence/ Lean.
  • Proficiency in Microsoft Office applications (Word, Excel, Outlook, PowerPoint)
