PROGRAM DESCRIPTION
The Clinical Services Program's primary mission is to perform sequential studies using samples obtained from patients with cancer, AIDS, chronic granulomatous disease or other diseases associated with immunologic dysfunction, as well as to monitor viral load in patients with HIV.

The Vaccine, Immunity and Cancer Program investigates immune responses to vaccines in preclinical and clinical studies, with a focus on HPV and most recently on COVID-19.

KEY ROLES/RESPONSIBILITIES

The Vaccine, Immunity and Cancer Program is seeking an Administrative Director, reporting to the Scientific Director. The Administrative Director will leverage scientific knowledge with strong project management and familiarity with government contracting to manage the Task Order portfolio within the Program.

The Administrative Director leads all administrative responsibilities, including task order proposal preparation, management and reporting. In this capacity, the Administrative Director will work with a breadth of personnel across the Frederick National Laboratory for Cancer Research, in particularly with the Operations and Financial Group. The administrative director will also lead the preparation of collaborative agreement proposals and will work with the Partnership Development Office. The candidate will also train and manage the program administrative team.

The position is highly collaborative requiring an individual with exceptional organizational and communication skills, basic knowledge of immunology, infections, vaccine, clinical trials and strong experienced in project management.

Responsibilities include but are not limited to the following:

 

  • Managing all administrative aspects of the task order portfolio, including proposal preparation, budgets, deliverables and all reports for the Program
  • Preparing financial, and operational reports
  • Conducting resource analyses
  • Analyzing and evaluating the effectiveness of program operations in meeting the established goals and objectives within projected timelines and budget
  • Supporting project and program manager in the Change Management process
  • Managing procurement for the program
  • Document management
  • Overseeing subcontract management and reporting
  • Managing implementation of new program initiatives
  • Working closely with IP and contract offices to oversee MTA and execution of other agreements
  • Coordination of communications across the organization
  • Managing information updates for lab website
  • Developing and implementing administrative operating procedures
  • Monitoring contract clause reporting and training requirements
  • Working with the operations group to define and comply with infrastructure requirements
  • Managing Task Order Execution including review of proposals and deliverables
  • Preparing annual reports in collaboration with scientific managers


BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

 

 

  • Possession of a Bachelor's degree in Life Sciences from an accredited college/university according to the Council for Higher Education Accreditation (CHEA). (Additional qualifying experience may be substituted for the required education). Foreign degrees must be evaluated for U.S. equivalency
  • Minimum of six (6) to eight (8) years of related experience with at least four (4) to six (6) years managing teams
  • In addition to a commitment to excellence in operations, the position requires leadership skills and a commitment to the mission


PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:

 

 

  • MBA from an accredited college/university according to the Council for Higher Education Accreditation (CHEA). (Additional qualifying experience may be substituted for the required education). Foreign degrees must be evaluated for U.S. equivalency
  • Demonstrated knowledge and understanding of the FNLCR Contract scope and customers
  • Experience with scientific and laboratory operations, program and budget management
