The Senior Manager, Global Trade Compliance (GTC) will ensure we align with import/export laws at our U.S., Puerto Rico and Canada sites by leading all aspects of operational trade activities and partnering with GTC Functional and Regional Leads to implement AbbVie's trade compliance strategy. You will lead of a team of approximately 10 people, establishing & deploy localized operational policies/procedures, serving as the subject matter authority for our GTC Organization, driving effective customs agent/broker management, analyzing all optimization opportunities, training of cross functional partners, and supervising local business issue resolution strategies.
Key Responsibilities Include:
  • Build localized operational import and export procedures and ensure local business awareness and compliance with these requirements.
  • Engage with regional senior leaders on strategies and initiatives that affect our trade compliance and where trade matters may impact strategy.
  • Apply advanced knowledge of regulations and requirements to support U.S. and Canada business requirements, and participate internally and externally on efforts around local or regional trade security programs (e.g., C-TPAT, ISA, PIP).
  • Establish and maintain relationships with internal functions to encourage awareness of compliance issues. Provide subject matter expertise on Government Agencies (OGA) data interpretation and designation (USDA, FDA, Customs, Fish & Wildlife, among others), OGA documents requirements, local licensing, documentation, valuation and reporting.
  • Collaborate on local valuations determinations, including the assessment of additions or deductions to the price paid or payable.
  • Communicate directly with GTC country site managers to provide solutions to reduce border delays.
  • Drive the improvement of the broker management program and establish/monitor service-level expectations, broker/agent Standard Operating Procedures (SOP) and tools to measure broker/agent performance.
  • Responsible for the financial and operational trade metrics and analyses and collaborate with the GTC leadership team to develop solutions and strategies.
  • Coordinate the post-entry audit of local business transactions and ensure corrective action plans are appropriately developed and implemented locally.
  • Analyze the feasibility of trade optimization opportunities including conducting cost-benefit analyses that consider resources, outsourcing strategies and capability requirements.
  • Assess the impact of changes to local trade compliance regulations, and work with the local businesses to develop plans to modify business processes as needed.

Act as primary point of contact with customs and any OGA to address any requests for audit and inspections as well as external reviews to help minimize any adverse impact to the company.
  • Maintain compliance through operational support of the Foreign-Trade Zone activities in the U.S. and Puerto Rico.
  • Provide mentorship on documentation, tariff classification, customs valuation, and country of origin determination.
  • Monitor trade compliance regulatory and legislative changes and alert the appropriate parties internally on any impacts to the business.
  • Build and drive solutions/strategies to issues faced by the businesses and the necessary controls around any change.
  • Support and/or Lead import/export/duty management projects that focus on driving efficiencies or cost savings for the company.
  • Provide training and knowledge sharing to improve business knowledge and operational performance, and ensure compliance with importing/exporting regulations.
  • Partner with GTC leads to deploy a self-audit program to ensure continued compliance with customs law and internal policies.

Basic:

  • Bachelors degree in a related field (e.g., international trade, supply chain, logistics)
  • 8-10+ years of experience working in a broker's agency, multinational company, or consulting firm.
  • Knowledge on Administration, Foreign Trade, Customs Law, Tariff Codes, etc.
  • In-depth knowledge on import/export regulations and activities, etc.
  • In-depth knowledge and expertise on U.S. Food and Drug Administration (FDA), United States Department of Agriculture (USDA), United States Fish and Wildlife (F&W), United States Environmental Protection Agency (EPA), Drug Enforcement Administration (DEA).
  • Knowledge and experience on U.S. and Canadian Customs
  • Strong leadership and interpersonal skills.
