Position Summary:

This position is responsible for delivering recruiting support for Horizon's talent needs serving as the main point of contact for internal clients with regards to executing hiring strategies. This person will source, network and build a pipeline of talent for current and future positions. In addition, supporting the rollout and execution of innovated programs, process, and technology will also fall in within scope.

Responsibilities:
  • Support the execution of talent acquisition programs to identify and retain top talent, facilitate internal promotions, and enhance overall capability of Talent at Horizon
  • Execute on cost effective talent acquisition strategies for Horizon to attract, hire and retain motivated people
  • Maintains compliant and accurate retention of requisition files and records
  • Develops strong relationships with management throughout the organization
  • Consults with HR and business leadership to identify emerging workforce trends
  • Explores the market for best practices in recruitment and recommends back to the business
  • Partners with and provides guidance to hiring managers, candidates and colleagues throughout the talent acquisition process
  • Communicate onboarding process to headquarters and separately to field sales, troubleshooting any issues which arise
  • Ensures compliance with applicable laws and regulations affecting hiring practices
  • Participates & contributes to various project teams and assists with HR special projects
  • Assists management with organization and job design, ensuring that Horizon is able to achieve key business results in a rapidly changing external environment

Qualifications and Skills Required:
  • A Bachelor's required
  • 2-3 years of full lifecycle recruitment experience in a competitive, fast paced environment
  • Proven track record in the execution of Talent Acquisition Strategies required
  • Ability to partner with internal and external resources to ensure timely and cost effective delivery of services
  • Excellent written, verbal and presentation communication skills
  • Detailed and organized. Able to establish and meet deadlines
  • Strong working knowledge of current employment and benefits laws
  • Ability to handle highly sensitive confidential employee information with discretion and good judgment
  • Strong MS Office skills including Word and Excel are required. HRIS experience a plus
  • Strong customer focus, with excellent interpersonal, teamwork, and collaboration skills
  • Self-starter who effectively organizes and prioritizes work to meet deadlines
  • Ability to travel 5-10% of the time
