The Public Affairs and Communications Office (PACO) supports the mission of the Frederick National Laboratory through a program of external communications and community relations, internal business communications, and creative multimedia services. The office informs key audiences about the Frederick National Laboratory's scientific accomplishments, national importance, and local community impact.

KEY ROLES/RESPONSIBILITIES

The Communications Specialist will lead a program of employee communications to inspire engagement, collaboration, and unity in a complex and diverse scientific environment, and to sustain and strengthen a culture aligned with core values. He/she will be a team-player adept at bringing out the best in people and building loyalty to the organization and its brand. The position will report to the Director of Public Affairs and Communications and work closely with human resources, scientific directors, and other business partners across the organization.
  • Collaborate with the communications team to develop and execute strategic goals of the communications office
  • Use creative, light-touch approaches to help bring to life a set of recently adopted core values, so they are reflected in day-to-day business operations
  • Connect staff with company imperatives and priorities through an effective array of communications channels
  • Work with staff at all levels to encourage open communication and a well-informed workforce
  • Provide communications support to champion effective business practices and assist in organizational change management
  • Connect employees at disparate work locations with central offices and laboratories to build unity and a shared sense of purpose
  • Manage employee communications channels; write, edit, and collaborate with creative staff to craft and deliver effective messages
  • Assist in organizing and publicizing employee events
  • Establish best practices and procedures for creative employee communications and stay current on industry trends and techniques for continuous improvement
  • Manage the organization's social intranet
  • Coordinate delivery of an internal annual report and other official documents as needed, working with in-house writers, editors, illustrators, and design staff
  • Help ensure branding guidelines are followed across the organization

BASIC QUALIFICATIONS
  • Possession of a Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) in a related field (Additional qualifying experience may be substituted for the required education). Foreign degrees must be evaluated for U.S. equivalency
  • In addition to educational requirements, a minimum of five (5) years progressively responsible job-related experience
  • Must be able to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS
  • Ability to maintain a collaborative approach under tight deadlines and shifting priorities in a fast-paced and complex scientific environment
  • Ability to work effectively with cross-functional teams, take the initiative, generate ideas, and deliver results
  • Experience managing an intranet or social media network for business purposes
  • Experience leading or participating in employee communication campaigns
  • Experience working in a scientific environment
  • Advanced skills in Microsoft Office Suite
