Job Details
We are looking for a Director of Process Data Enablement and Analytics. This person will be responsible for establishing and leading a new function within Preclinical Manufacturing and Process Development (PMPD) that will be accountable for the management and oversight of PMPD operational data and data systems. This includes the development of data life cycle requirements, the assurance of data quality, availability, and security, the establishments of analytical tools, and requisite business and technology standards and practices. Key deliverables will include database, software, hardware, and procedural solutions aligned to the strategic roadmap for PMPD Operation and Information Technologies (OT and IT) aimed at the conversion of data into knowledge. This position will be providing leadership and mentoring for existing data managers within a distributed model and therefore closely partner with PMPD Data Managers, PMPD Senior Management, and Regeneron's IT organization to consistently improve PMPD's process data capabilities to facilitate process optimization and understanding. Responsibilities include:
• Responsible for the formation and oversight of emerging PMPD data management group, which will be responsible for the design, maintenance and continued development of PMPD data systems and infrastructure used to acquire, manage, analyze, interpret, and transform data into accurate, consistent, and timely process information and knowledge.
• Key liaison between PMPD and the Regeneron IT organization, partnering to ensure IT and OT short- and long-term strategies are aligned and enabling the next generation of process development by creating a comprehensive, unified vision and implementation plan for current and future systems and practices for data capture, analysis, management, and consumption.
• Accountable for ensuring uninterrupted availability of PMPD's Operational Technologies supporting the data lifecycle, including OSIsoft PI Historian, GE UNICORN, FactoryTalk, Process Analytical Technology platforms, Internet-Of-Things (IOT) infrastructure and devices, and in-house applications. This includes software patching, incremental system growth, onboarding data sources, incident response, investigations, monitoring, process optimization, and training.
• Responsible for forming the strategic vision for PMPD's Data Engineering efforts as the responsible lead for PMPD's data management steering committee, in close collaboration with PMPD Data Managers, PMPD Senior Management and Regeneron's IT organization.
• Serves as a key liaison with all of PMPD's Data Governance teams, creates data communities within PMPD and cross-functionally provides coaching, mentorship, training, engagement and collaboration opportunities for PMPD Data Managers.
• Partners with all Data Managers to ensure adherence to Data Integrity and Data Governance best practices.
• Responsible for defining, implementing, disseminating and maintaining data standards/data dictionary in PMPD and ensure these align and are well integrated with similar efforts at Regeneron Corporation level.
• Ensures internal and external customer needs are effectively met while developing relationships with customers that build trust and respect.
• Familiarity with data and knowledge management platforms such as LIMS, RDBMS (Oracle, SQL Server), SharePoint, Electronic Lab Notebook, and Atlassian Confluence.
• Familiarity with analytical and business intelligence tools such as TIBCO Spotfire, Power BI, R/RShiny, QlikView / Qlik Sense, and SAS JMP
• Understands database design principles and experience in relational data modeling. Familiarity with data lake and/or data warehousing strategies desired.
Supervisory Responsibility:
• Provides leadership and a clear vision of Data Management direction and enables key reports to develop a successful plan to accomplish key objectives. Manages an efficient and effective team.
• Coaches technical experts, performs resource planning, develops team structures and succession plans while also setting goals for self, direct reports and group or subgroup.
• Holds team(s) accountable and provides ongoing, constructive feedback on performance and progress in light of expectations and group goals and guides responses to failures.

Other Duties and Responsibilities:
• Partners with groups throughout Regeneron to ensure PMPD Data Systems are current and well-integrated with the corporate data infrastructure.

• Collaborates across Regeneron by initiating partnerships and skillfully and constructively challenging group think.
• Fosters continued optimization of data systems.
• Effectively communicates vertically and horizontally with PMPD Management, IT partners, system owners, product owners, data engineers, and users. Possesses and utilizes excellent oral and written communication skills to successfully convey the strategic goals, approach, results and impact of efforts on new and improved data systems. Understands how to effectively position views and arguments appropriately to win support and inspire action.

Requirements:
This position requires a minimum of a BS Degree + 15 years/MS Degree + 13 years/PhD +10 years of relevant experience. Experience must include:
• Strong understanding of manufacturing process development for biologics and underlying scientific and engineering principles as well as data sources (i.e. equipment), data aggregation and consumption needs.
• In-depth understanding of systems architectural and communication standards including ANSI/ASI-95, OPC, DCOM, TCP/IP, and Industrial Ethernet.
• Well versed in current Regulatory Requirements for Data Integrity and Industry best practices in Data Governance.
• Experience with design, build, deploy of automation and execution systems, including OSIsoft PI Historian, synTQ for PAT, SCADA, Rockwell FactoryTalk, Kepware, and GE UNICORN.
• Experience with common infrastructure, networking, observability, and security technologies such as Windows Servers, Amazon Web Services, VMWare, network load balancers, firewalls, New Relic, Splunk, Active Directory, Kerberos, and Secure Socket Layer (SSL).
• Experience with change controls, software/system development life cycle (SDLC), Agile practices (Scrum and Kanban), DevOps, and toolsets and platforms such as Atlassian Jira, Bitbucket, Jenkins, and Docker.
