The Regeneron Non-Employee Management Organization, NEMO, is a centralized team of HR professionals operating the systems and practices which govern our global non-employee (contingent) workforce. The Manager, Contingent Workforce, is an extension of the NEMO leadership team ensuring the delivery of services and adoption of practices across the Industrial Operations and Product Supply organization (IOPS) in Rensselaer NY and Raheen Ireland. The NEMO program is currently deploying an on/offboarding compliance program; with a future state program road map including contingent staffing, sow automation, and e-invoicing. The NEMO IOPS Manager will take on additional scope and responsibility as the program stabilizes and expands.

Essential Duties and Responsibilities include, but are not limited to, the following:


• A hands-on operational leader accountable for the delivery of NEMO services to the global IOPS organization

• Works seamlessly with the Program Owner to execute on the approved NEMO roadmap and practice evolution

• A key member of the NEMO leadership team, empowered to harmonize the NEMO and IOPS operating goals

• Promotes the "One NEMO, One Regeneron" principle to ensure operational and communication effectiveness

• Drives adoption of NEMO program across the IOPS community, both in-house and with suppliers

• Leads NEMO/IOPS program and technology expansion activities, under the direction of the program owner

• Forges key relationships with IOPS leaders and business owners as the face of NEMO IOPS

• Identifies and presents recommendations for process and policy enhancements, executing on approved updates

• Partners with his/her peer overseeing NEMO Corporate operations and the Talent Acquisition leader in Raheen

• Co-sponsors the relationship with the NEMO Managed Service Provider (MSP) with respect to IOPS operations

• Co-sponsors the relationship with the Vendor Management System (VMS) provider with respect to IOPS operations


• Works under the direction of the NEMO program owner on strategic initiates, new policies, and practices

• Monitors and reports on program activity, adoption, circumvention, and satisfaction rates

• Meets with the business to understand pain points and opportunities, resulting in NEMO-led solutions

• Partners with Strategic Sourcing on Contingent Labor Category Management activities and initiatives

• Partners with MSP and TA on contingent talent sourcing strategies, rate benchmarking, and practice solutions

• Works closely with Accounting Operations and Strategic Sourcing on vendor setups and payment matters

• Cultivates and monitors relationships with key Contingent Labor Suppliers and acts as point of escalation

• Acts as the "NEMO - IOPS Client Sponsor" to the MSP and is the second line of escalation of program matters

• Provides dotted-line oversight to two MSP Workforce Coordinators (does not manage their day-to-day work)

• In exceptional circumstances, provides back-up support to the MSP Program Manager and daily operations

• Regularly monitors program service levels and client user experience to ensure the best possible outcomes

• Triages HR matters involving non-employees, partnering with HR Business Partners and the Law Department

• Proactively drives the adoption of NEMO programs, practices, and policies throughout the IOPS organization

• Communicates with the IOPS leadership team (JLT/SLT) on NEMO related initiatives and program updates

• Aligns and communicates daily with the NEMO leadership team for a globally consistent operating model

• Conducts regular audits of all program activity and implements any required remediation protocols

• Partners with the NEMO program owner on program strategy, risk mitigation, and compliance

• Ensures the highest possible standards of compliance and service delivery at all times

• Works regularly in the Beeline VMS software to generate reports, spot-check activity, and monitor MSP operations

• Approves any changes enacted by the MSP to the NEMO IOPS SOPs and other training material

• Collaborates on the development and delivery of NEMO trainings to internal and external end-users

• Leverages project management and technology implementation experience to support NEMO program expansion

• Maintains working knowledge of US and EU employment law for non-employee matters


• Maintains in-depth knowledge of Beeline configuration, workflows, and reporting mechanisms

• Ensures IOPS related technical issues (VMS or downstream) are remediated with appropriate REGN parties

• Escalates VMS system issues to the NEMO Operations Lead and ensures communication to IOPS customers

• Supports VMS product configuration expansion, providing key inputs for requirements gathering and testing

• Supports the VMS integration roadmap, collaborating with system owners and participating in build/test/run activity

• Works in Beeline, MS Word, MS Excel, MS PowerPoint, and MS Outlook as needed to perform essential duties

• Acquires working knowledge of ServiceNow ITIL dashboards and ticket management to support on/offboarding

Education and Experience:

  • Minimum of 8 years managing Contingent Workforce Programs with leading MSPs/VOPs, specifically in a manufacturing environment
  • Proficient with one or more VMS tools (e.g. Beeline, IQN, WAND, Fieldglass, etc.)
  • Proven operations and staff management experience with a track record of growth
  • Strong working knowledge of FLSA and EEOC laws (ADA, ACRA, etc.)
  • Prior experience triaging employee relations issues and initiating case management
  • Advanced MS Office (Word, Excel, PowerPoint) for reporting and presentations
  • Able to expertly navigate a large organization to build key relationships and allies
  • Able to learn new systems quickly and understand a broad Technology Ecosystem
  • Able to communicate with all levels in the organization
  • Leadership, organization, and stakeholder management skills

  • BA/BS Degree Required
