Responsibilities:

The individual must be able to effectively analyze and concisely report on federal and state policy developments, both legislative and regulatory, and assess their potential for impact on the company's interests and those of our patients. In addition, the individual should be able to inform and help develop strategic policy recommendations to optimize the company's interest in the context of such policy activities before Congress, State Legislatures, and Executive Branches, and with key third party interests and other government bodies.

The individual must be able to understand substantive policy considerations facing the biopharmaceutical industry, develop and support effective advocacy to optimize the company's interests before national and state government and policy decision-makers. The individual will contribute to the development of policy positions in partnership with leadership from across the organization and should have ability to work in the Medicare (Part A, Part B, Part C, and Part D) Medicaid, private payer policies, reimbursement areas related to coverage, coding and payment issues across payers, and select intellectual property matters.

The position will work with several individuals/functions including, but not limited to, the Vice President, PP& GA, other PP&GA team members, Regeneron's internal Legal staff, Commercial Brand teams including Market access and Pricing team members, Patient Advocacy, Regulatory Intelligence, Health Economics and Outcomes Research and Government Affairs consultants to help identify and prioritize public policy priorities for the company, and marshal the appropriate resources to deliver optimal outcomes for the company and its shareholders.
This person must work collaboratively across all above-mentioned functions to ensure a comprehensive view and maintain strong collaborative relationships with key stakeholders.

The individual will help support the day-to-day policy efforts to optimize Regeneron's commercialized products and therapies. The individual will have robust experience with government reimbursement policies and third-party reimbursement. The individual will serve as a key partner to internal Regeneron stakeholders to address day-to-day reimbursement inquiries and questions related to coverage, coding and payment across Regeneron's full product portfolio. The candidate must have comprehensive knowledge of CMS and major commercial payers' coverage, coding, and reimbursement rules and regulations and help contribute to identifying potential solutions to reimbursement coding, payment and coverage challenges for commercialized products.

The individual selected must have at least 3 years of health policy analytical experience, preferably with a focus on reimbursement matters within the biopharmaceutical sector. The ideal candidate should have a strong working knowledge of important reimbursement, pricing and other health policies, including but not limited to federal payment policies. S/he also should have a demonstrated ability to work effectively with key federal regulatory entities, such as HHS and various sub-agencies including but not limited to FDA and CMS. S/he must have a proven track record of collaboration.

Requirements:

The candidate must possess excellent quantitative, analytical and strategic skills, have worked effectively in strategy teams. S/he will inform and advise company advocacy efforts in a fluid and rapidly changing federal policy environment. Additionally the person will:

• Have outstanding written and verbal communications skills with a sophisticated understanding of U.S. policy processes;

• Have strong research skills and knowledge of sources of information on payer issues;

• Have excellent problem-solving skills, including the knowledge of how to research complex policy issues, and the ability to perform qualitative and quantitative analyses;

• Have a demonstrated ability to write/develop business documents (e.g., e-mails, memos, and PowerPoint presentations) clearly and succinctly in a timely manner, as well as the ability to ensure content accuracy and appropriate tone

• Have extensive experience with presenting to small, mid-size, and large groups about key policy and reimbursement issues impacting Regeneron's business and be able to comfortably and thoroughly present such information internally and externally on behalf of Regeneron

• Be able to recognize the business implications of proposed policy changes and to communicate to the company's commercial teams such emerging and current policy developments;

• Have a clear reputation as a trusted partner who exemplifies integrity and ethical conduct;

• Help identify, build and maintain relationships with public officials and key stakeholders;

• Have strong strategic thinking skills and acute political sensitivity;

• Have keen attention to detail;

• Have a dynamic professional style and the ability to engage others and inspire confidence;

• Bring personal "value-add" to Regeneron;

• Be able to support and drive coalitions to drive a legislative or regulatory agenda; and

• Help to develop and drive outcomes to advance company performance metrics.

• Have the ability to work independently as well as with a team and be able to produce timely, high-quality work product.

The candidate must have a Bachelor's Degree; an advanced degree (such as a JD, MPH, MPA, MPP or equivalent) or commensurate experience is optimal.
