The C&A Purchasing Department is responsible for the following activities in support of the Frederick National Laboratory for Cancer Research (FNLCR) mission: Acquisition of goods and services, Equipment Maintenance and Repair, Fleet services, and training for program areas in use of ERP systems.

KEY ROLES/RESPONSIBILITIES

THIS POSITION IS CONTINGENT ON FUNDING APPROVAL

Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors. Compiles reports and assists with data calls. Provides information on spend analysis and other aspects of the Strategic Sourcing and Commodity Management Program. Assists with the administration of Acquisition programs and projects. Assists with pricing and sourcing responsibilities. This position reports to the Acquisition Operations Supervisor.

Responsibilities:
  • Analyzes complex business problems and issues using data from internal and external sources to provide insight to decision-makers.
  • Identifies and interprets trends and patterns in datasets to locate influences.
  • Constructs forecasts, recommendations and strategic/tactical plans based on business data and market knowledge.
  • Creates specifications for reports and analysis based on business needs and data elements required or available.
  • May provide consultation to users and lead cross-functional teams to address business issues.
  • May directly produce data sets and reports for analysis using system reporting tools.
  • Assists with the generation and analysis of data.
  • Trains credit card and Blanket Purchase Agreement users on program policies and procedures.
  • Assists with the coordination and conducts interactive user training in individual and group sessions for CostPoint and Hyland Onbase.
  • Responsible for maintaining training materials and documentation.
  • Monitors the maintenance of Acquisition documents in various formats and locations; SharePoint, website, Insite.
  • Adheres to document control and revision procedures.
  • Assists in Policy and Procedural updates of assigned programs.
  • Responsible for extraction of data, analysis and assembling reports i.e., Metrics, program spend, ad-hoc data calls.
  • Assist Card Approvers and Cardholders with credit card declines, fraud and increase/decrease of credit card authorization limits.
  • Assists with the management of the Wireless Services Program.
  • Assists other Acquisition personnel with pricing and sourcing.
  • Performs other related duties as assigned.

BASIC QUALIFICATIONS
  • Requires a BA/BS degree in related discipline and at least 2 years of prior relevant experience or Masters with less than 2 years of prior relevant experience.
  • Advanced level proficiency in word processing systems, i.e., Microsoft Office Suite, Microsoft Word, Excel, etc.
  • Moderate to advanced level of technical expertise
  • Data analysis techniques
  • Basic knowledge of commercial government procurement
  • Familiar with Federal Acquisition Regulations (FAR)

PREFERRED QUALIFICATIONS
  • Working knowledge of CostPoint, Cognos, Sharepoint and Hyland Onbase
