The Health Policy Senior Manager, Innovation Policy Research Group (IPRG) is a key contributor to the IPRG research strategy and executes best-in-class evidence generation to support US and Global policy objectives in the development and use of innovative medicines, amidst the ever-changing and dynamic healthcare ecosystem. The role provides evidence to inform Amgen policy positions and decision-making and translate/contextualize policy impact for members of the GVA&P, commercial and other key functions. The role is highly cross functional, from aligning with the US and Global Policy teams on their policy objectives to coordinating with Value Communications in executing IPRG dissemination strategy both internally and externally.

Responsibilities

The Senior Manager plans and designs an integrated research program to support innovation policy and delivers against defined goals.

  • Identifies and contracts with top policy vendors and key opinion leaders to execute our research agenda within global SOPs


  • Develops appropriate internal and external capabilities to perform research to accomplish group goals


  • Has budget responsibility for specific projects


  • Develops strategic and tactical plan for publications and press releases for IPRG research in collaboration with other Amgen products and functions


  • Represents Amgen at policy conferences and meetings


Supports and collaborates with key Amgen stakeholders to generate evidence on the long-term impact of healthcare policy trends, macro issues, and emerging healthcare reforms affecting the value, access and reimbursement of Amgen's portfolio

  • Develops a deep knowledge of the US reimbursement and payment environment and key Amgen product objectives to guide program development


  • Collaborates with US and Global Policy teams to work in alignment on prioritized Amgen policy issues


  • Serves as the key liaison with key internal stakeholders (mainly GVA&P and USVA) to align needs and provide information on the impact of research on relevant policy priorities and Amgen product portfolio


Supports internal IPRG initiatives

  • Develops an environment for best practice sharing and standardization across evidence generation projects


Ability to travel (may include overnight travel) approximately 20% of work time.

Basic Qualifications:

Doctorate degree and 2 years of health economics and outcomes research experience and/or health policy experience

OR

Master's degree and 6 years of health economics and outcomes research experience and/or health policy experience

OR

Bachelor's degree and 8 years of health economics and outcomes research experience and/or health policy experience

Preferred Qualifications:

Experience managing multiple simultaneous projects with direct access or coverage policy implications (mainly US focused for the near-term)

Demonstrated research achievement as evidenced by a history of peer-reviewed publications

Strong knowledge of Health Economics and Outcomes Research methods, including study design and analytic methods.

Experience in executing outcomes research in one of the following sectors: Managed Care Organization (MCO), Accountable Care Organization (ACO), Integrated Delivery Network (IDN), or academic medical center.

Strong knowledge of policy (US or Global), including access, reimbursement, payer strategies, value and insurance design and delivery reforms.

Possesses the type of effective verbal skills, emotional maturity, and internal drive that enables you to exercise positive influence with internal stakeholders and external entities (e.g. collaborative research partnerships).

Ability to align internal and external stakeholders around future US policy shaping initiatives

Strong written and verbal communication skills essential
