The Senior Director, Payer Contracts is accountable for the analysis, development, approval and management of proposals for Commercial and Medicare payer contracts and GPO agreements. The position requires cross-functional collaboration with the Marketing, Sales, Finance, Legal and other Departments and directly supports the National Account Director and Regional Account Manager teams to facilitate joint account planning and management. This collaboration ensures that specific pricing recommendations, discount strategies, proposals and contracts are aligned with company and brand goals, maximize overall company financial objectives, and comply with approved strategies, policies, and procedures. The Senior Director, Payer Contracts manages, leads and develops the contract analysis and contract management team to achieve its functional objectives and support broader Managed Markets & Trade goals. The contract analytics function reports into this position.

Responsibilities

ESSENTIAL JOB FUNCTIONS:
  • Develop and execute Assertio payer contract price concession strategies and approaches, including discount and net price policies and implications, and provide projected payer contributions to forecasting process. Execution of discount and contracting tactical adjustments as needed
  • Establish management processes for contract development and implementation including systems for tracking, reporting, and reconciling in accordance with Finance reporting requirements
  • Organize and lead the Contract Proposal Committee (CPC) and related sub-committees, defining roles, responsibilities, proposal review process, and approval process
  • Conduct pre and post contract assessments to measure contract effectiveness. Establish contracting KPIs to maximize profitability and ensure consistency.
  • Develop signature processes for discount ranges by customer segment, out-of-range exceptions, and government reporting
  • Measure national level contract performance against goals
  • Work cross-functionally with Finance to validate eligibility for rebates by health plans. Establish rebate quality process to identify claims that should be disputed and/or do not qualify based on contract requirements
  • Awareness of current pricing trends and their implications for our long-term contract approaches and discount strategies
  • Work with matrixed teams on strategic pricing research and payer pricing recommendation studies
  • Lead customer contracting, including ROI and scenario assessments
  • Serve as the primary internal point of contact for large-scale national Requests for Proposals (RFPs) with responsibilities including critical financial modeling/analytics, and development and coordination of RFP responses
  • Develop, interpret and disseminate contract specific performance reporting, trend analysis and customized contract reporting to sales executives in a timely manner leveraging analytical tools
  • Track and report on payer contract Key Performance Indicators (KPIs), including pricing metrics, revenue and profitability, contract compliance, and other contract performance metrics
  • Identify and support implementation of best practices, processes and tools to ensure effective workflow throughout the contract lifecycle for consistent process execution and unified approaches that maximize execution, quality, effectiveness, efficiency and productivity
  • Manage and support comprehensive national contracts with a focus on pricing/revenue analysis, management of all components of the contracting lifecycle, contract compliance and supporting Finance operations and controls
  • Maintain a complete understanding of contract requirements to ensure all applicable contract obligations are met in a timely and accurate manner


Qualifications

EDUCATION and EXPERIENCE:
  • Bachelor's degree required. Master's Degree / MBA preferred
  • At least ten (10) years of experience in a combination of contracting, finance, account management, pricing and corporate strategy
  • At least ten (10) years of contract management experience
  • Must be authorized to work in the U.S. on a permanent basis without sponsorship in the future
  • Knowledge of payer contract terms and of industry practices and strategies regarding pharmaceutical contract negotiations tactics
  • Experience analyzing and reporting data in order to identify issues, trends, or exceptions to drive improvement of results and find solutions and experience in synthesizing the information into the big picture view
  • Experience developing strategic initiatives which align with business goals and budget
  • Experience evaluating information to determine compliance with standards, laws, and regulations
  • Experience in diagnosing, isolating, and resolving complex issues and recommending and implementing strategies to resolve problems
  • Experience building and maintaining relationships within a team and across functional teams
  • Advanced level skill in Microsoft Excel
  • Intermediate level skill in Microsoft Word
  • Intermediate level skill in Microsoft PowerPoint
  • Experience managing teams and initiatives through subordinate leaders
  • Willing to travel up to 10% of the time for business purposes (within state and out of state)
