The Health Technology Assessment (HTA) Lead, Senior Manager reports to the HTA Therapy Area (TA) Head (Director, Global Health Economics), and has a global remit. HTA Senior Managers, under the leadership of the HTA TA Head, will ensure national HTA/reimbursement submissions and Response to Payer Questions (RTQs) for each Amgen product in each Amgen market, are high quality, strategically aligned and optimized to support access and reimbursement. This role is accountable for specifically assigned Amgen launch and in-line products, as well as earlier pipeline assets where appropriate.

The incumbent will serve in a content-oriented leadership role actively partnering with country staff on national access and reimbursement strategy, leveraging cross-country product insights and learnings, and ensuring team alignment at the local, regional and global level on key dossier elements prior to submission. He/she collaborates and partners with cross-functional stakeholders providing HTA insights to ensure the HTA-readiness of key deliverables, such as Global Value Dossiers (GVDs) and objection handlers across assigned Amgen assets.

The incumbent will work cross-functionally and cross-regionally with oversight of centralized vendors, mentoring of junior staff and the possibility of line management responsibilities. Within the HTA CoE, the incumbent will partner closely with HTA project managers, HTA writers and Evidence-based methods managers. Other key working relationships will include colleagues from Amgen's Economic Modelling Center of Excellence, Global Health Economics evidence generation team, Global / Regional Access and Medical.

The position can be based at Amgen's headquarters in Thousand Oaks, California or at Amgen's site in Uxbridge, England. Other locations may be considered for internal candidates.

Responsibilities:

Support national HTA/Access and Reimbursement submission strategy and content development, aimed at strategically aligned, timely, high quality dossiers and RTQs
 

  • Support and advise affiliates with strategic insights and guidance leveraging cross-country and/or cross-product learnings, as well as insights based on analysis of external information sources / databases (HTA analytics)
  • Liaise with affiliate on submission development, including direction of HTA writing, review and sign-off HTA submissions for content and quality to ensure alignment with agreed strategy and guard rails, evidence robustness, consistency of clinical and economic components, and patient centricity
  • Determine HTA evidence gaps and synthesis needs with affiliates. Support internal expertise to address as appropriate -- e.g. Network Meta - Analyses (NMAs) / Systematic Literature Reviews (SLRs), etc.
  • Where required, leverage expertise as HTA subject matter expert to provide deeper, "hands-on" HTA Adaptation Support for select Amgen affiliates, including developing a detailed dossier strategy and content as appropriate

 


RTQs and payer interaction

 

 

 

  • act as the single point of contact for RTQs globally, review and leverage cross-country learnings to inform responses with members of the RTQ team
  • maintain the RTQ database to facilitate sharing of learnings and HTA insights
  • support affiliates and Regional teams with oral hearing and HTA negotiation preparation

 


Global Value Dossiers and Objection Handlers

 

 

 

 

  • ensure HTA readiness of GVDs and objection handlers to support national HTA submissions

 


Information sharing and Best Practices

 

 

 

 

  • Conduct debriefs on key HTA submissions, RTQs and GVDs and ensure learnings are shared and incorporated into future submissions, GVD updates and strategy
  • Provide input to keep Country Reimbursement Profiles up to date


Provide vendor management, including request for proposals, scope of work, invoice reviews and direct review and oversight of deliverables

Undertake HTA landscape reviews and Competitor Intelligence to support lifecycle management and provide strategic insights

Work cross-functionally to improve and strengthen HTA activities by developing a deep understanding of existing processes, core materials and key interfaces

Collaborate with key partner functions, including the Economic Modeling Center, functional product leads, Biostatistics, Scientific Affairs, etc.

Lead and/or support business-critical workstreams

Lead training and onboarding sessions, including review and/or preparation of materials.

Lead /develop training on internal processes / capabilities, but also on external trends and methodologies in HTA.

Bring positive energy and productive ideas to help further develop and evolve the HTA CoE within Amgen's cross-functional and cross-regional infrastructure.

US (Thousand Oaks, California) - based role

Basic Qualifications

Doctorate Degree and 2 years of health economics and outcomes research and/or market access and/or reimbursement experience

OR

Master's Degree and 6 years of health economics and outcomes research and/or market access and/or reimbursement experience

OR

Bachelor's Degree and 8 years of health economics and outcomes research and/or market access and/or reimbursement experience

Preferred Qualifications

Masters or PhD in Health Economics, Outcomes Research, Health Services Research, Pharmacy Administration or related field, or PharmD with post-doctoral fellowship in one of these areas.

3 or more years of experience in global outcomes research including dossier submissions for reimbursement or similar experience.

Experience working on external dossier submissions with respect to content creation, editing and/or review - ideally HTA /reimbursement dossiers or similar submissions.

Experience working with customers and colleagues based in different time zones

Self-motivated and able to advance projects without supervision

Strong presentation and communication skills

UK (Uxbridge, England) - based role

Basic Qualifications:

Degree educated

Proven experience in health economics and outcomes research and/or market access and/or reimbursement experience

Preferred Qualifications:

Masters or PhD in Health Economics, Outcomes Research, Health Services Research, Pharmacy Administration or related field, or PharmD with post-doctoral fellowship in one of these areas.

Proven experience in global outcomes research including dossier submissions for reimbursement or similar experience.

Experience working on external dossier submissions with respect to content creation, editing and/or review - ideally HTA /reimbursement dossiers or similar submissions.

Experience working with customers and colleagues based in different time zones

Self-motivated and able to advance projects without supervision

Strong presentation and communication skills
