The Human Resources (HR) Directorate of Leidos Biomedical Research, Inc. (LBR), located in Frederick, MD, is responsible for developing and administering programs that support the recruitment, compensation, development, and performance assessment of the personnel required by LBR to successfully operate the Frederick National Laboratory for Cancer Research.

KEY ROLES/RESPONSIBILITIES

The Frederick National Laboratory is seeking a Learning and Development Manager to enhance the current learning and development culture and to support the mission of the Frederick National Laboratory.

This individual will manage the learning and development function within Human Resources which includes supervision of staff, strategic plan design, budgeting, and overseeing all learning and development programs and HR/compliance training initiatives. Responsibilities include managing all compliance and required training for the Frederick National Laboratory employees, developing and managing e-learning and instructor-led training initiatives based on the organization's needs. He/she will establish partnerships and collaborate with individual Directorates to implement development programs that address organizational needs/requirements, as well as individual employee learning/performance trainings.

The Learning and Development Manager will be responsible for:
  • Designing, developing and delivering training to all levels of staff throughout the organization.
  • Conducting periodic needs assessments and interacts with program management to determine training and development needs
  • Planning, directing, delivering and evaluating professional development activities for various levels of employee and management
  • Managing the organization's performance management process
  • Managing and enhance the current onboarding and orientation program
  • Identifying and implementing an effective electronic method to track and measure the training activities of the organization. Ensures the tracking system is accurate and up to date
  • Managing the talent development department budget, identify future budgetary needs and conduct forecasting analysis. Managing vendor contracts, track expenses and prepare budget reports
  • Monitoring the use of outside organizations for soft skills training and formulates recommendations for cost-effective alternatives
  • Identifying opportunities for use of Computer Based Training (CBT) and Web Based Training/E-Learning
  • Regularly interacting with individual line managers to identify opportunities and develops solutions, which will enhance employee performance
  • Providing support in employee retention, succession planning, workforce planning, talent management
  • Monitoring, tracking and reporting all required training for the FNLCR
  • Building and maintaining a library of internal and external training resources
  • Serving as a coach/mentor for employees
  • Supervising and managing talent development staff; providing guidance, coaching and leadership; evaluating and providing feedback on performance; conducting annual performance reviews

BASIC QUALIFICATIONS
  • Possession of a Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) in Training & Development, Organizational Development or related field. (Additional qualifying experience may be substituted for the required education). Foreign degrees must be evaluated for US equivalency.
  • A minimum of 6+ years of professional experience in learning and development, instructional design, and facilitation within a corporate environment
  • Demonstrated experience in managing a learning and development program is required as well as experience in adult learning, needs assessment, program evaluation and performance measurement
  • Strong organizational, project management and problem-solving skills necessary
  • Experience with instructional design, facilitation, consulting and supervision/management
  • Excellent presentation skills
  • Knowledgeable in learning management systems and best practice use of them
  • Technical proficiency in MS Office
  • The ability to handle information of a sensitive and confidential nature, ensure that such information is secured and maintained in an appropriate manner
  • Must be able to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS
  • Master's degree preferred
  • Knowledge of e-learning authoring tools is desired
  • Excellent communication and interpersonal skills
  • Experience in assessments desirable (i.e. MBTI, DISC, 5 Voices)
