Summary:
The Head of Scientific Application Delivery will lead the vision, mission, strategy and objectives of a large custom software development and commercial software application group. The individual will be responsible for design, development, resourcing, delivery of multiple enterprise-level, services and applications: The complete application lifecycle. The organization serves a complex internal client base in Research & Development at Regeneron.

The Head of Scientific Application Delivery is a senior leader in Research & Development IT, and combines years of proven expertise with a continuous quest to create innovative technology solutions. This candidate will be managing multiple internal and external Agile application delivery teams. The highest demands of this role are: setting strategic direction; directing multi-disciplinary, highly-skilled technical teams to architect, design, develop, integrate, test, document, and transition to operations both custom and commercial software systems. The individual will be providing the leadership necessary for the delivery of high quality technical solutions that enables Regeneron's mission to deliver medicines to patients with serious medical needs.

As Head of Scientific Application Delivery, you will provide senior-level management and technical leadership in the design, development, testing, and production/delivery systems of scientific business solutions for Research at Regeneron. The Head of Scientific Application Delivery ensures teams focus on the business value, communicate continuously, deliver on-time, never compromise quality, and develop iteratively.

Responsibilities:

• Function as one of the primary contributors to high-level strategy, design and execution decisions within Research & Development IT as well as the broader enterprise

• As a senior leader, serve as the single-point-of-contact to internal and external stakeholders for all matters related to software development and broader technology issues concerning the group

• Budget management including annual/quarterly planning, forecasts, reports, reviews, course corrections etc.

• Effective collaboration, expectations management, and partnership with multiple internal and external stakeholders (Researchers, Business Relationship Managers, Business Analysis, Architecture, Enterprise IT)

• Represent the Scientific Applications Delivery group in multiple senior-level cross-functional forums concerning enterprise strategy, planning, financials, risk, audit etc.

• Lead the evaluation and implementation of new technologies, development frameworks, and languages

• Develop effective sourcing strategies: onshore, near-shore, offshore; insourcing and outsourcing; contract, perm etc.

• Manage vendors/partners providing services including staffing, tools, consulting etc. Contribute to and review MSAs and SOWs, oversee vendor performance, support formulation of vendor strategies

• Lead and manage a large group including Directors, Managers, software developers, Software analysts, designers, and architects; bring together full-time employees, contract developers, managed service providers and consultants in onsite, near-shore, and off-shore teams; develop and manage relationships and coordinate work between the different teams and functions

• Be responsible for assessing current software development practices and principles to identify and implement process improvements; define and improve software development practices and processes that scale as the organization grows

Requirements:

• 15 years experience in systems implementations with a focus on both custom web application development & commercial software systems implementations; knowledge and experience in multiple technical disciplines required (development, QA, operations, etc)

• 10+ years in leadership roles with consistently increasing responsibilities

• 5+ years in senior leadership roles managing large globally-distributed teams; Proven experience in setting up and managing globally distributed teams (both onshore and offshore)

• Good knowledge, insight and experience in building scientific applications using Cloud platforms (PaaS and SaaS) is very highly preferred

• Delivery-focused, result-oriented leadership style that can effectively motivate and drive large, cross-functional teams to deliver

• Proven experience building and delivering enterprise-level, mission-critical software applications and services under aggressive schedules and budgets

• Strong stakeholder management and partnering skills

• Experience managing vendors to procure staffing, licenses, tools and other consulting services

• Experience managing multi-million-dollar staff and program budgets

• Strong technical foundation is a must. Past hands-on experience as a software developer is a plus but not a must-have.

• Progressive industry experience; Information Technology / Biotechnology / Pharmaceutical, preferred

• Excellent influencing ability with both technical and non-technical members

• Advanced knowledge of software development lifecycles; expert knowledge in Agile and Lean methods. Proponent of DevOps, TDD, Agile/XP practices, and CI/CD pipelines

• Bachelor's degree in Computer Science, Information Technology, Information Systems or equivalent work experience required; Advanced degree a plus

• 15 years experience in systems implementations with a focus on both custom web application development & commercial software systems implementations; knowledge and experience in multiple technical disciplines required (development, QA, operations, etc)

• 10+ years in leadership roles with consistently increasing responsibilities.
