The Project Controls Senior Manager will be responsible providing Project Controls Services for a portfolio of Construction and Information Services projects across Amgen facilities. The scope of responsibilities span from liaison with Executive management (e.g. VP Engineering, Chief Information Officer) to obtaining project funding, managing and objectively reporting project status to project teams and senior management. Project complexity ranges greatly across the portfolio and can include any of the following projects: enterprise IS system implementations, tenant improvement, research and development laboratories, and complex state of the art manufacturing facilities. The successful candidate will interface with all levels of management across functional areas.

Project scope includes overall accountability for cost management for a portfolio of Capital spend of approximately $200M annually. In addition, the role will also be accountable for managing an outsourced service program that is comprised of six to twelve external worker staff members.

Position Summary

The project controls senior manager will be responsible for oversight and performance of an Out-Side Service Provider (OSP) performing project controls services such as developing project funding documents, assisting in budget development, schedule and change management, cost and schedule risk analysis, cash flow analysis, and developing historical cost data for benchmarking purposes. In addition, the project controls manager will partner with Finance, Accounting, Global Strategic Sourcing, and business clients to prepare portfolio capital and expense plans.

Technical Ability:
The project controls manager must possess strong technical knowledge in project cost and schedule management. In addition, the individual must have strong analytical skills for estimate analysis, supplier proposal evaluations, budget monitoring, cash flow analysis, risk analysis and cost benchmarking. The individual must have a good understanding of all types of estimating from conceptual through definitive estimates and must have a good knowledge of computer systems using excel and data base programs, scheduling software, spreadsheets, power point, word processing and e-mail. The individual must have strong skills in leadership, communication, and conflict resolution skills. The individual must have a strong understanding of the business aspects of projects and utilize available resources to provide technical solutions to complex problems that require the use of ingenuity and creativity.

Functions (Duty / Accountability):
  • Oversight of Outsourced Services Provider providing Project Controls Services
  • Prepare monthly project status reports for senior management
  • Preparation of Project Estimates
  • Preparation of Project schedules
  • Assist in the development of project execution strategies
  • Assist in the development and execution of project sourcing and contracting strategies
  • Assist in the preparation of funding documents
  • Assist with Capital and Expense planning to include the annual budget development as well on monthly cashflow analysis and forecasts


Basic Qualifications:

Doctorate degree and 2 years of project controls or related experience

OR

Master's degree and 4 years of project controls or related experience

OR

Bachelor's degree and 6 years of project controls or related experience

OR

Associate's degree and 10 years of project controls or related experience

OR

High school diploma / GED and 12 years of project controls or related experience

Preferred Qualifications:
  • Master's degree focused either in Business, Engineering, Operations, or Information Systems Management
  • 8 + years of experience in Project Controls or similar profession (Project Cost Control, Scheduling, Estimating, Finance or Accounting)
  • Professional experience in Information Systems, Engineering, Manufacturing, or Supply Chain biotechnology, pharmaceutical or high-tech industries.
  • Computer proficiency in excel, word, power point, SAP, Microsoft Schedule
  • Professional experience either in the Pharmaceutical, Biotech or High-Tech industries
