Specialist IS Business System Analyst

Amgen is seeking a Specialist IS Business System Analyst at its main headquarters in Thousand Oaks, CA to join the Development IS (DevIS) group to support Clinical Design and Analysis organization across various transformational IS and Business initiatives. The Incumbent will report into Principal IS Business Analyst of DevIS.

The Specialist IS Business Analyst acts as an intermediary between the business and the technical communities working with IS technical teams and business clients to collect, clarify, and translate business requirements into documentation and conceptual design (using appropriate tools and models) from which applications and solutions are developed. The Incumbent contributes to the success of Development IS functions by making fundamental improvements in how information is managed, and business processes are operated. Additionally, the Analyst leverages the combination of prior experience, problem solving skills, and client engagement skills to drive Clinical Design and Analysis business towards excellence and is a keen learner and thrives dealing with ambiguity.

Responsibilities

Primary:
  • Build and manage data acquisition and ingestion, data Analytics & Visualization, and Data Archival strategy and implementation
    • Real-World Data ETL conversion (OMOP CDM data) projects in a Hadoop / Amazon Web Services environment.
    • Web-based healthcare data analytics external platforms
    • Knowledge management initiatives: Data Catalog, Portal, SharePoint Optimization
  • Be an instrumental to analyze to insource technical solutions for the RWE program and data acquisitions
  • Support regional data and technology data platform vendor RFPs, pilots and implementations
  • Provide guidance to project teams on defining business needs, articulating solutions and approaches for addressing business needs, and presenting business cases for proposed solutions
  • Guide the technical design, development, testing, implementation, and support of key projects and data visualization, dashboards & reporting for CfOR business clients
  • Participate in the design, development and governance of Data Lake Architecture components.
  • Review project deliverables throughout development to ensure quality and traceability to requirements and adherence to all quality management plans and standards. Participate in quality management reviews
  • Document performance metrics of various projects at strategic and operations levels
  • Identify and document process improvements in RWE life cycle and infrastructure utilization
  • Partner with enterprise evaluation & selection of ETL & analytics tools


Secondary:

  • Work and collaborate with the IS Technical Architects in the Enterprise Engineering & Analytica Management team and vendors to find the best technical solutions for DevIS
  • Manage the backlog of requirements/user stories and oversee RWD business specifications.
  • Prepare and maintain communication materials like roadmaps, position papers, presentations, demos, playbooks and socialize the materials with business clients and partner IS services
  • Identify and communicate any cross-area or cross-release issues that may affect other areas of the project.
  • Manage data and technical vendors: contract negotiations, invoices, service level agreements, MOUs, RFPs
  • Support application development and test teams
  • Assist technical and solution architects in ensuring system designs fulfill requirements, perform to defined standards, and scale appropriately to meet business growth
  • Identify and develop solutions that meet business needs
  • Perform system configurations and light customizations for Causal Interference analytical solution
  • Develop project plans, identify resource needs, and understand dynamicity to execute IS projects according to time and budget commitments
  • Work with architects and other business analysts to ensure that all components work together to meet objectives and performance goals as defined in the requirements.
  • Identify and communicate any cross-area or cross-release issues that may affect other areas of the project.
  • Understanding of FDA regulations governing computer system validation and operation in Research & Development function
  • Support application development and test teams


Basic Qualifications:
  • Doctorate degree, OR
  • Master's degree and 2 years' experience, OR
  • Bachelor's degree and 4 years' experience, OR
  • Associates degree and 10 years' experience, OR
  • High School diploma / GED and 12 years' experience


Preferred Qualifications:
  • Experience building productive working relationships across different functions and organizations.
  • Strong guidance, project management, and organizational change management skills
  • Highly analytical with attention to detail and ability to prioritize and manage multiple tasks
  • Solid understanding of business process mapping, requirement gathering skills
  • Demonstrated track record of delivery of IS solutions that yield measurable business results
  • Exhibits an expert ability to impact and influence project outcomes.
  • Experience with data visualization solutions such as Spotfire, SAS, Causal Studio
  • Exposure to data science and advanced analytics
  • Experience with Agile/Iterative Software Development Lifecycle (SDLC)
