The Associate Director, Federal Policy will support the Director of Federal Policy in the development of AbbVie's public policy positions and priorities and driving AbbVie's positions externally by identifying and analyzing key U.S. federal policy issues that could have an impact on AbbVie, lead the development and execution of company-wide policy communications, track and monitor legislative and regulatory developments that could impact AbbVie, and represent AbbVie in trade association venues to ensure AbbVie's priorities are reflected in trade policy strategies and positions.

Key Responsibilities Include:

  • Monitor and track public policy developments (legislative, regulatory, subregulatory) from key federal departments, agencies, the U.S. Congress, and key non-government public policy organizations.
  • Identify legislative and regulatory opportunities and threats and work with the lead for Analytics to assess the business impact.
  • Work with the lead for Federal Policy to develop public policy positions, public policy solutions/recommendations and develop novel federal policy ideas to drive with external stakeholders.
  • Work with the lead for Research to track changes in federal policies and/or other significant developments and elevate with internal stakeholders, as appropriate.
  • Represent AbbVie at relevant trade association workgroups and committees, and ensure trade association policy strategies and positions are favorable to AbbVie's public policy goals.
  • Align closely with the lead for State Policy and the lead for International Policy to ensure global consistency of AbbVie's public policy positions.
  • Engage with and manage the work of external consultants to ensure deliverables are on time and high quality work products.
  • Educate, inform and advise internal stakeholders on public policy issues and how it relates to AbbVie's public policy goals.



Basic:

  • Minimum 5 years of experience in health care policy with an emphasis on biotech/pharmaceutical industry issues preferred.
  • Demonstrated knowledge of the U.S. healthcare system, with an emphasis on federal health care programs including Medicare, Medicaid, 340B and issues related to drug coverage, patient access and public health.
  • Ability to identify policy opportunities and challenges, and to develop concise and persuasive public policy positions and other written materials within the context of the political environment.
  • Exceptional communicator (verbal, written, presentations). Ability to effectively communicate public policy information and positions to internal and external stakeholders.
  • Must be able to work collaboratively with peers, handle ambiguity well and enjoy working in a collegial, yet fast-paced and demanding environment.
  • Strong analytical, critical thinking, and organizational skills; strong attention to detail.
  • Bachelor's degree in related field such as health care administration, political science, public administration or policy required. Advance degree preferred (MPH, MBA, JD, MPP).
  • Some domestic travel (20 percent) required.

Members of the GA team and other relevant cross-function support functions. Externally with trade associations, third party policy organizations, and federal agencies.
