Job Details

The Facilities Maintenance and Engineering (FME) Directorate is responsible for laboratory space, administrative space, infrastructure, campus landscape, planning, design, maintenance and construction management at Frederick National Laboratory for Cancer Research.

KEY ROLES/RESPONSIBILITIES

The Cost Estimator will be responsible for:
  • Developing construction and refurbishment cost estimates for FNLCR
  • Evaluating and determining the desired type/level of estimate for a given project
  • Preparing estimates in accordance with estimating standards
  • Validating estimates prepared by others
  • Coordinating outsourced pricing and estimates
  • Estimating labor and material cost of manufacturing and engineering based on request for proposal data submitted by prospective customers
  • Analyzing specifications, including sketches, blueprints, bills of material, or sample layouts, and calculate production cost using labor and material pricing schedules and historical data
  • Collecting and compiling cost data from functional representatives, subcontractors, and vendors
  • Working independently to develop estimates based on a variety of inputs from Project Managers/Engineers

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Possession of a bachelor's degree from an accredited college/ university according to the Council for Higher Education Accreditation (CHEA) in field related to engineering, business or construction management. (Additional qualifying experience may be substituted for the required education). Foreign degrees must be evaluated for U.S. equivalency.
  • In addition to the educational requirements, a minimum of eight (8) years of experience
  • Experience with Means-based estimating and estimating software tools, such as CostWorks to derive construction costs
  • Experience in documenting cost analysis results and creating a formal presentation to the customer
  • Ability to demonstrate, identify, input and analyze data required and/or data sources for cost estimates
  • Ability to prepare a written document that explains the estimate approach and elements, allowing decision-makers to make informed choices
  • Ability to prepare cost results, analyze, and explained as well as alternatives considered during the estimate development
  • Knowledge of procedures regarding estimating process to ensure consistent, accurate estimates are prepared
  • Proficient in Excel/Word/Outlook
  • Must be able to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:
  • Knowledgeable in the Principles of Finance, Budgeting and/or Project Management

  • Ability to work in a fast-paced environment and manage multiple priorities with attention to detail
  • Strong interpersonal and communication skills both oral and written
