Technical Project Manager I

The mission of the Biomedical Informatics and Data Science (BIDS) directorate is to leverage leading-edge data science, informatics and information technology skills and capabilities to provide the world-class tools and services to accelerate translation of biomedical data to scientific discoveries, medical treatments, and diagnostic and prevention innovations for cancer and AIDS patients.

The BIDS Strategic and Data Science Initiatives Group has been established within the BIDS directorate to undertake key initiatives and establish new collaborations in computing and data science to address cancer challenges and accelerate cancer research. A key focus of this group is to provide a secure and robust data management environment for scientific data in accordance with FAIR data principles supporting an increasing level of analysis for the ever-expanding collection of scientific datasets.

This group works closely with the NCI Center for Biomedical Informatics and Information Technology (CBIIT) on strategic cross-organization and interagency initiatives and provides leadership in the development and implementation of strategic plans to advance the missions of NCI and the Frederick National Laboratory for Cancer Research (FNLCR).


Technical Project Manager I

  • Create and maintain standard project management artifacts including WBS, financials, charters, meeting minute documentation, action item tracking, change control registers, and risk registers
  • Provide guidance in the development and management of task orders



  • Possession of a Master's degree from an accredited college or university according to the Council for Higher Education Accreditation. (Additional qualifying experience may be substituted for the required education). Foreign degrees must be evaluated for U.S. equivalency.
  • In addition to the educational requirements, a minimum of five (5) years of experience serving as the project manager on large-scale IT projects for Federal or commercial customers
  • Excellent interpersonal, communication, presentation, and project management skills
  • Must be able to obtain and maintain a security clearance
  • Experience working in the Federal government environment, especially with senior level executives in any of high-performance computing, data science, IT informatics, or computational science
  • Experience planning and leading strategic initiatives and teams
  • Demonstrated ability to gather requirements from groups unfamiliar with providing or articulating detailed requirements
  • Success in managing a technical project, including project initiation, planning and execution, and close out. Proficient in establishing a schedule, developing and overseeing a budget, quality standards, continuous risk assessment and mitigation, and status reporting
  • Proven ability to work collaboratively across multiple organizational levels
  • Strong organizational skills with emphasis on details
  • Ability to adapt and work in rapidly evolving environments




  • Demonstrated ability to understand and solve complex problems
  • Leadership experience working with scientists, investigators, and subject matter experts
  • Subject matter expertise in IT informatics applied to computational life sciences
  • Familiarity with the latest IT policy and processes, including EPLC and CPIC
  • Experience in analysis and management of budgets, purchases, and acquisitions
  • Familiarity with the Federal Acquisition Regulation (FAR)
  • ITIL v3 certification
  • Management and use of data in knowledge and learning environments
