Contracts and Acquisitions (C&A) provides all purchasing, subcontracting, receiving, warehouse, distribution and transportation services for the Frederick National Laboratory for Cancer Research (FNLCR) operations and specific subcontracting support for NCI's National Institute of Allergy and Infectious Diseases (NIAID) and other institutes.


The Senior, Subcontracts Administrator provides subcontract administration for a wide array of Construction and Facility Services.

This position will:
  • Issue solicitations, negotiate awards and administer subcontract actions in accordance with company policies and procedures, applicable laws, customer requirements and sound business judgment
  • Act as the primary interface between subcontractors and the programs being supported for all subcontract issues
  • Regularly interact with programs, Finance and customers

  • Possession of a Bachelor's degree from an accredited college or university according to the Council for Higher Education Accreditation. (Additional qualifying experience may be substituted for the required education). Foreign degrees must be evaluated for U.S. equivalency
  • In addition to the education requirements, a minimum of five (5) years of experience in progressively responsible job-related experience in subcontract administration
  • Knowledge of Federal Acquisition Regulations (FAR) as applicable to subcontracting in support of government contract
  • Ability to lead a programmatic subcontract support effort and provide strategy development
  • Experience or knowledge in Construction/Architect and Engineering / Leasing
  • Excellent computer skills including MS office applications (strong MS-Word and MS-Excel skills) and use of internal databases
  • Ability to read specifications, statements of work and drawings
  • Must be able to obtain and maintain a security clearance

  • Experience in a federal construction subcontracting environment and knowledge of commercial sourcing of subcontracting requirement
  • Ability to work in a fast-paced environment and manage multiple priorities with attention to detail
  • Strong interpersonal and communication skills both oral and written
  • Ability to be a team player and able to collaborate with members of a team
  • Experience in project/program management
