The Enterprise Systems group (BES) oversees the strategic vision and implementation plan for IT systems and solutions for the enterprise at Leidos Biomedical Research, the operational information and data systems support to Frederick National Laboratory for Cancer Research.


Enterprise Systems is seeking an experienced Cognos TM1 Developer to join our business systems team. Deliver reliable, scalable, and efficient Cognos TM1 solutions by performing all phases of the software development life cycle, including requirements gathering, modeling & design, development, testing, deployment, integration, and documentation.
  • Work with cross-functional teams to develop solutions that accelerate cycle times, alleviate cumbersome manual processes, and ensure financial results are accurate
    • Partner with peer Finance teams utilizing TM1 to ensure consistent design & integration
    • Actively participate in the development of project plans. Analyze business requirements, document, and build planning/forecast models in IBM Cognos TM1
    • Work side by side with other members of the team to carry out and deliver TM1/Cognos solution to support finance budget and forecast cycles and reporting
    • Evaluate existing processes, identify areas of improvement and lead/own the implementation process

  • Build web sheets (Static and Active forms)
  • Support and troubleshoot TM1 user issues and data queries
  • Train new TM1 users
  • Assist in technical administration of the systems and infrastructure
  • Support dimension management, metadata design/maintenance, ETL development, and data validation processes
  • Develop and maintain IBM Cognos TM1 models, websheets and reports
  • Maintain system process documentation including diagrams and flowcharts

  • Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) in Information Systems, Computer Science, Finance, Accounting, Economics, Mathematics or a related technical discipline (Additional qualifying experience may be substituted for the required education). Foreign degrees must be evaluated for U.S. equivalency.
  • In addition to the educational requirements, a minimum of 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience. Generally, has 3+ years of experience supervising or leading teams or projects.
  • 5+ years of hands on TM1 Cognos application development experience
  • 3+ years of hands on Cognos BI experience
  • Experience with TM1 authentication configuration and authorization
  • Experience implementing role and group based security in TM1 models
  • Knowledge of SQL, OLAP, and data warehousing concepts.
  • Knowledge of the TM1 C API and/or TM1 REST API


Candidates with these desired skills will be given preferential consideration:
  • Experience in financial planning, budgeting and forecasting for government contracts
  • Experience developing applications in .NET or using web development technologies
  • Experience building web applications preferably with Angular or similar JavaScript frameworks
  • Excellent HTML and CSS skills
  • Web design skills using CSS frameworks such as Bootstrap
