Job Description:

Position Summary

The goal of this position is to develop and execute HEOR research strategies and tactics in support of a compound(s) or therapeutic area, to conduct research and create HEOR tools that answer key research questions or external stakeholder questions, and to evaluate and communicate compound value. The Director, HEOR will work and report into the respective therapeutic team Head, with a dotted reporting line into the Head of Value & Access (V&A), to ensure scientific rigor in the design, execution and dissemination of outcomes research studies (both clinical and observational studies) and also lead the effective communication of results to external audiences, including specific payers or healthcare institutions, as per new FDA guidelines. Reporting to the franchise therapeutic medical head, the Director of HEOR will also assure to work cross-functionally to ensure that HEOR plans are aligned across the organization including V&A and the commercial team. Key business partners will be the US medical affairs team, US commercial, US V&A teams and global HEOR. This HEOR position has accountability for a therapeutic area that may or may not include more than one brand, directly partnering and collaborating with the franchise.

Essential Functions

Responsibilities will include, but are not limited to, the following:
  • The Director, HEOR, will conduct methodologically sound and comprehensive feasibility studies for potential outcomes research for priority HEOR evidence needs, design methodologically rigorous HEOR studiesand projects, in collaboration with internal and external researchers.
  • This position will take the HEOR research from concept to publication. This position will manage study quality, resources, project plan, vendors andwriting/editing scientific content.
  • This position will help support development and refinement of AMCP dossiers, budget impact models, and value communication tools.
  • Incumbent will present budget impact models and other health economics and outcomes research materials in response to customer requests for information
  • This position will conduct or lead large database sets analyses using secondary data sources such as healthcare claims, electronic medical record databases or publicly available datasets for HEOR projects
  • This position will help track budgets and timelines.
  • This position will communicate and leverage approved HEOR evidence and tools to key population decision makers including payers, integrated delivery networks, PBs, institutions to inform healthcare decisionmaking and the place of Ipsen products in therapy
  • Collaborate, as appropriate, with other customer-facing teams to provide comprehensive customer support, such as field Value and Access, and field medical colleagues
  • Complies with all regulatory laws, regulations and policies that govern the conduct of Ipsen U.S. staff for HCEI outcomes and presentations
  • 60% of efforts will be for in-house HEOR projects,40% of responsibilities will be for customer-facing field efforts and presentations


  • Bachelor's Degree
  • Advanced degree (MS, MPH, MBA) in Public Health, Health Services Research, Economics, Epidemiology, Biostatistics, Health Policy or a related quantitative discipline is required.

  • Minimum of 5 years of experience in Health Economics and Outcomes Research is required including customer-facing field experience of at least 3 years
  • Clinical knowledge background is a plus.

Core Competencies (Specific knowledge, skills and abilities that enable an individual to effectively perform the job)
  • Knowledge: Minimum of at least 5 years of experience in Health Economics and Outcomes Research is required. A strong understanding of the US healthcare systems, policies and context is preferred. Presenting HEOR data to external audiences, field HEOR and/or US market experience and drug launch experience would be a big plus.
  • Skills: Experience leading a cross-functional team or initiative is required to demonstrate leading without authority. Presenting HEOR data to external audiences, field HEOR and/or US market experience and drug launch experience would be required. Demonstrated expertise in health services research, health economics, retrospective observational research from inception to publication is required.
  • Abilities: Strong communication skills (both oral and written) and project management skills and vendor management is required SAS programming experience and experience working with large databases is a plus.
