This position will support the GTC organization globally in their efforts to ensure import/export compliance in countries where AbbVie does business. The responsibility of this positon will include deployment of company-wide import compliance policies and guidelines relating to customs valuation; proper identification of synergies between the Customs and Tax approaches to valuation; deployment of trade valuation strategies; test controls/audit on the accuracy of the declared values utilized for Customs purposes as well as corrective actions. The Customs Valuation Manager will play an integral role in cross functional efforts to ensure the customs valuation complexities are understood and incorporated properly into the financial and physical movement of A bbVie products globally.

Additional responsibilities include assisting in the analysis and build-up of information related to defense strategies for valuation audits and Customs inquiries; proactive alignment with Tax and Transfer Pricing to account of any value variance / adjustment explanation; providing guidance to affiliates on customs valuation; support GTC training efforts and annual trade assessment protocols along with any other activity required to ensure our import declaration processes are in full compliance.

Key Responsibilities Include:
  • Drive alignment with cross functional teams (such as but not limited to Tax, Foundation, BTS, Transfer Pricing, Commercial, Operations, R&D) on valuation strategy on the movement of AbbVie products globally
  • Proactively assess the best defense strategy for the various customs valuation methodologies applied to AbbVie products
  • Define and deploy a customs valuation strategy for the management of financial and physical flows of goods from a trade standpoint. This includes the movement of samples, prototypes, validation materials, R&D materials, Clinical Trials and other business flows where the transaction value may not be readily available
  • Lead efforts to ensure compliance with the GTC global valuation policy by conducting periodic reviews of declared values and deployment of corrective actions
  • Perform periodic value re-calculations based on post declaration financial settlements such as but not limited to periodic TP adjustments, royalties and other scenarios impacting the originally declared value
  • Define the best methods for submission of updated values to relevant Customs authorities. Manage status and timeliness of the submissions and address any questions which may arise
  • Provide training to GTC and other functions as necessary relating to customs valuation concepts and practical solutions
  • Analyze the trend around valuation changes; identify potential impact to AbbVie and build defense strategy for variances that may fall outside of industry tolerance ranges
  • Participate in external governmental reviews and audits/investigations related to customs valuation issues
  • Participate in global project work as necessary. Properly manage status report-outs and task assignment and accountability for deliverables.


Basic:

  • University degree in a related field (e.g., international trade, finance, tax, cost accounting).
  • Minimum of 5 - 7 years of experience working in a multinational company or consulting firm with focus on valuation of product for intercompany transactions.
  • Basic knowledge of import and export regulations
  • Working knowledge of cost accounting and transfer pricing methodologies
  • Demonstrated ability to communicate effectively, present professionally, and work well with the Corporate and site management as well as his/her peer group.
  • Basic knowledge of Administration, Foreign Trade Law, Customs Law, Tariff Codes, etc. is a plus
  • Proactive and well organized
  • Research skills and technical knowledge related to Customs valuation
  • Good understanding of financial terminology and reporting
  • Strong leadership
