The Senior Manager, Political Affairs is responsible for operating and managing the AbbVie PAC, employee education and outreach on Government Affairs issues, and supporting lobbying efforts of the Federal Government Affairs team. This includes planning and directing all AbbVie PAC activities including strategic planning, coordination of PAC Board activities, PAC member development, solicitation and recruitment strategies and day-to-day operation of federal and state PAC activities in accordance with AbbVie PAC policies. The Senior Manager will manage third-party vendor management and ensure cross-functional coordination and alignment with internal AbbVie functions. The Senior Manager will provide support to AbbVie lobbyists by conducting legislative research, attending congressional hearings, and monitoring legislative developments of interest to AbbVie.

Core Responsibilities

  • Develop and implement solicitation and PAC member development strategies, including speaking at internal town hall meetings and developing PAC Captain and PAC Champion programs to drive enrollment and revenue growth.
  • Direct and manage all day-to-day AbbVie PAC management and operations including budgeting, check requests, disbursements, member event planning, communications and compliance reporting. Assist the AbbVie PAC Chairman in all aspects of governance and operations.
  • Develop and maintain relationships with external vendors and organizations to provide AbbVie with necessary technology, tools, services and infrastructure necessary to support political operations and recruitment.
  • Leverage employee and facility presence in key states and legislative districts to enhance the company's reputation with elected officials through facility visits and collateral materials. Develop and implement employee engagement in the political process through Get-Out-The Vote (GOTV) activities.
  • Coordinate collection of lobby disclosure information for quarterly submissions. Develop quarterly financial filing under the direction of External Affairs Finance and the Director, Operations and GA
  • Communications, including drafting descriptions of lobbying activities for review by legal.
  • Develop and oversee compliance matters related to the AbbVie PAC including filings with the U.S. Federal Elections Commission and relevant state agencies. Coordinate legal reviews of AbbVie PAC materials with counsel to ensure compliance with all relevant rules and regulations.
  • Coordinate departmental education and outreach opportunities with employees including tele-town halls, issue briefings, etc.
  • Support advocacy activities of Federal Government Affairs by attending congressional hearings and third-party briefings, drafting summary memos, conducting legislative research, and contributing to legislative strategy development.

  • 7-10 years' experience in government relations, either on Capitol Hill or in the private sector, public policy with a minimum of 3-5 years' experience in political fundraising and/or political action committee management. Knowledge of health care sector and pharmaceutical industry a plus.
  • Requires a demonstrated understanding of FEC and state laws governing corporate political activities. Required demonstrated understanding and practical experience in compliance related procedures associated with the Federal lobbying disclosure laws.
  • Candidate must possess strong analytical, critical thinking and interpersonal skills, the ability to speak and write persuasively and with clarity, strong organizational skills, flexibility and adaptability to changing requirements, resourcefulness and creativity, strong attention to detail, a proven track record of being able to work under deadlines and an ability to work collaboratively in a fluid organizational environment.
  • Must be an individual who works well in a team environment and enjoys working in a collegial, yet highly demanding culture. Must be able to work collaboratively with business leaders and other internal stakeholders.
  • Bachelor's degree in related field such as political science, public administration or policy required. Advance degree preferred.
  • Candidates must also have comprehensive knowledge of all Microsoft Office applications, LDA software, and FEC reporting software.
  • Domestic travel (15 percent) required.

  • Internally with a range of management up to senior executives including ELT. Externally with Members of Congress, staff and third-parties.
