Responsible for providing leadership and oversight to ensure excellence in delivery of large enterprise programs. Leads Project Managers (PMs) for large and medium sized programs in scope for the EPMO and partner with Project Owners, Portfolio Managers, BTS PMOs and other key areas in BTS to ensure delivery of key programs. Hire, contract, supervise and develop strong project managers. Manage contracts with PM staffing firms and targeted resources required for project delivery. Ensure PMs are maintaining accountability and compliance with standardization and governance requirements. Keep a pipeline of key program and project manager talent to reduce staffing times on key projects.

Key Responsibilities Include:

  • Manage a mix of employee and contractor PM's assigned to large and medium programs; providing oversight/guidance on project requirements - budget, cost, quality, reporting, etc.
  • Responsible for ensuring projects move from project intake to initiation following BTS methodology.

  • Staff qualified PM's on projects at time of initiation. Manage any performance issues with project managers.
  • Stay abreast of overall Portfolio health, identifying interdependencies and risks.
  • Troubleshoot resolution of issues escalated by project managers and leaders, renegotiating project needs and confirming appropriate realignment with expectations, budgets, strategy, etc.
  • Facilitate ongoing attention to stakeholder buy-in, communication mechanisms and actions to mitigate/respond to risk throughout project life cycle
  • As part of the EPMO leadership team, contribute to improving process, body knowledge and delivery success.
  • Provide recruiting PM services to projects.

People Leadership and Development
  • Facilitate milestone project performance discussions - status, mid-project reviews, postmortems - to gather and share best practices and identify improvement opportunities
  • Select, hire or contract highly skilled project managers
  • Establish clear performance expectations and provide constructive performance feedback and recognition
  • Anticipate and resolve performance gaps quickly to keep project on track

Vendor Relationship Management
  • Develop and execute preferred provider list and process for staffing firms, resulting in high quality project management resources at a competitive price. Partner with the Vendor Management Office

Methodology Compliance

  • Maintain compliance and consistent execution of EPMO standards, governance and reporting requirements across the programs
  • Contribute to development or enhancement of governance standards and compliance

  • Bachelor's Degree and 10+ years of related business experience
  • Demonstrated experience in managing several large enterprise programs of various types.
  • Five years of management experience in project management capacity
  • Proven track record of Financial and Risk Management
  • Strong leadership competence, with proven skills in managing change
  • Strong interpersonal and collaboration skills with ability to build consensus and develop solid relationships
  • Experience with cultural, organizational, technology and business process change efforts
  • Proven communication skills; both written and verbal with technical and non-technical staff and all levels of management

  • Master's degree in business, IT, operations, finance, etc.
  • Project accounting
  • Organizational Change Management experience
  • Experience with multiple PPM tools
