Position Summary

Head of Application Development
The Head of Application Development directs development resources (internal, external, hybrid) as a working member of multi-disciplinary, highly-skilled technical teams to architect, design, develop, test, debug and document custom-built software and COTS systems, by providing the leadership necessary for the delivery of high quality technical solutions and services that deliver business value. T he Head of Application Development ensures teams focus on the business value, communicate continuously, deliver on-time, never compromise quality, and develop iteratively. The role defines product needs and feeds these into the program/portfolio management process, enabling appropriate allocation of resources. The incumbent will lead a variety of different types of activities, including: implementing new systems and services, custom application development, systems integration, operational efficiency improvements, process re-engineering, and infrastructure upgrades and deployments.

Core Responsibilities
  • Act as an expert technical resource for enterprise architecture, solution architecture, software development, and testing
  • Deliver business value via custom-developed, COTS, or academic technology solutions
  • Lead technical contributor to the Research-IT strategic plan; ensure Research-IT's services and program results have an articulated scope with quantifiable business benefit
  • Evaluate and implement new technologies, development frameworks, and languages
  • Bring together full-time employees, contract developers, managed service providers and consultants in onsite, near-shore, and off-shore teams; develop and manage relationships and coordinate work between the different teams
  • Prioritize portfolio release content and efforts based on value to the business; lead the delivery of backlog items, pending service requests, third party applications, or operating system updates
  • Be responsible for assessing current software development practices and principles to identify and implement process improvements; define and improve software development practices and processes that scale as the organization grows
  • Act as resource manager for cross-functional teams (internal, external, hybrid); ensure the teams deliver maximum value to the business, have the resources they need, are communicating well, and are shielded from distractions and interruptions
  • Forward plan IT release windows and cycles across the business portfolio; communicate all technology roadmaps, commitments, and changes to the business
  • Work with Business Analysts, Project Managers and/or Product Managers to define the roadmap for a given product and translate this into Product Backlog Items (including epics, user stories, tasks, etc)


Core Competencies & Skills
  • 10 years' experience in systems implementations with a focus on both custom web application development & commercial software systems implementations; knowledge and experience in multiple technical disciplines required (development, QA, operations, etc)
  • 5 – 8 years of experience in managing software development teams; ability to directly manage and develop direct reports
  • A minimum of three years of demonstrated experience leading teams using web application frameworks in a DevOps and modern cloud environment (i.e., AWS); Ruby on Rails, AngularJS, or other technology experience preferred
  • Demonstrated experience in successful technology delivery, architecture and leadership capabilities in a senior role
  • Experience working at all levels of the application stack, including back-end, front-end, and operations
  • Experience mentoring junior developers and driving technical discussions
  • Progressive industry experience; Information Technology / Biotechnology / Pharmaceutical, preferred.
  • Excellent influencing ability with both technical and non-technical members
  • Advanced knowledge of software development lifecycles; expert knowledge in Agile and Lean methods. Proponent of DevOps, TDD, Agile/XP practices, and CI/CD pipelines
  • Bachelor's degree in Computer Science, Information Technology, Information Systems or equivalent work experience required; Master's degree preferred
