ECS to Lead Scientific Research for NOAA on $3B ProTech Oceans Domain IDIQ

FAIRFAX, Va.--(BUSINESS WIRE)-- ECS, a leader in advanced technology, science, and engineering solutions, has been named a prime awardee on ProTech Oceans Domain, a five-year, $3B multiple-award indefinite delivery/indefinite quantity (IDIQ) contract serving the National Oceanic and Atmospheric Administration’s National Ocean Service (NOAA NOS). The award comes on the heels of ECS winning prime contractor status on the ProTech Fisheries Domain IDIQ in September 2018.

On the ProTech Oceans Domain contract, ECS will lead a team of scientists, engineers, and consultants to support NOS’ mission to address evolving economic, environmental, and social pressures on oceans and coasts. Primary subject areas include navigation services, coastal research and observations, emergency response, and place-based conservation.

The ECS team will provide applied research, development, engineering, and operations solutions; conduct and produce oceanographic studies, analyses, and reports; carry out field sampling, data collection, and surveys; and provide additional services including consulting, program and project management, and capacity building.

“Science-based decision-making, supported by established scientific methods, is critical in creating our desired outcome: safe, healthy, and productive oceans and coasts,” said Gustavo Rubio, vice president of science and research at ECS, and program manager for the contract. “We look forward to supporting NOAA NOS scientists, natural resource managers, and specialists. Together, we will ensure safe and efficient marine transportation, protect coastal communities, and work to conserve marine and coastal places.”

“We are honored to have this opportunity to continue our partnership with NOAA to protect the earth’s natural resources,” said George Wilson, president of ECS. “We have assembled some of the nation’s most talented scientists to share resources and expertise in support of the NOAA National Ocean Service mission.”

ECS has supported multiple NOAA offices for the past 19 years, consistently earning exceptional customer satisfaction scores and direct, positive customer feedback highlighting ECS’ ability to deliver the highest quality products, services, and solutions.
