Position Summary

Description: Responsible for ensuring overall maintenance, reliability, and efficiency of the utility systems in support of AZ Philadelphia’s site aseptic fill-finish and cGMP warehouse facilities.  Manage team responsible for the daily operation and maintenance of the Site Services, Site Utilities (including Electrical Systems), Boiler, HVAC/R and Water systems. Duties include providing compliant, reliable, efficient and continuous utilities operation. The Senior Manager, Facilities actively drives work order execution, PM optimization, waste reduction, energy efficiency, best practices and continuous improvement in facilities equipment/ systems operation and maintenance. Responsible for participating in preparing and maintaining the expenses for area of responsibility. Ensures a safe working environment, and efficient operation. Ensure all State mandated engineering logbooks, operator logbooks, preventative maintenance procedures and all standard operating procedures are accurately maintained.

This is a leadership role within the Facilities, Engineering, and PMO Department. This role sets the expectations and measure the performance of the group against site management goals and objectives.  This person ensures that the group is aligned with these expectations.  This person will establish standards and guidelines for the group as it pertains to the HVAC, Utility, and Electrical systems.

Major Responsibilities

Provide supervision and performance management for Electricians, Metrology, HVAC/R and Water Systems Technicians, including but not limited to;

Performance management.

G&O setting in alignment with site objectives.

Leading, coaching, training and career development.

Provide technical support.

Maintaining on call response from technicians in boilers, HVAC/R and Water Systems.

Instill system ownership for Boilers, HVAC/R and Water Systems.

Ensure daily activities accomplished in timely and efficient manner.

Provide quality control function (review) for work performed by technicians and vendors.

Maintain standards in training, safety, good documenting practices, change control and deviation/ CAPA execution.

Responsible for preparing, evaluating and maintaining:

Expense budget for Site Services and Utilities

Vendor service contracts

Blanket PO’s

Develop, drive and implement LEAN and best practices in areas of responsibility:

Assess maintenance work for appropriateness for function identifying and eliminating redundant, non-value added activities.

Assess maintenance for appropriateness for function identifying deficiencies or gaps in current maintenance procedures that contribute to sub-optimal equipment performance.

Assess maintenance work for appropriateness for function identifying and implementing best practices for preventative/ predictive maintenance making effective use of diagnostic equipment including thermal imagery, ultrasonic detectors, vibration analysis and applicable total productive maintenance (TPM) tools.

Investigates, analyzes and implements concepts that employ new or existing technology, materials and methods to improve the building systems, quality, performance, energy efficiency and financial return on investment.

Drive FMEA and effective root cause analysis to address equipment and system failures.

Develop and maintain effective Key Performance Indicators (KPI’s) for areas of responsibility focusing on waste reduction, continuous improvement and reliable operation of functional area personnel and equipment performance.

Ensures all work, including contract work, conforms to AstraZeneca, local, state and federal rules and regulations. Actively supports company and department commitment to safety excellence:

Maintains safe work areas and equipment

Complies and promotes company safety policy, procedures, PPE, Hot work, confine space entry, training, etc.

Ensures safety culture and requirements are upheld by related contractors as well direct reports.

Supports facilities projects and site initiatives related to area of responsibility as required:

Provides input for integration options to existing facility systems.

Works with design/installation teams to ensure proper coordination.

Reviews specifications, installations to confirm compliance with deliverables.

Verifies acceptable documentation received from project closeouts.

Evaluates the objectives and engineering requirements of project requests submitted by site operational and support groups.

Manages consultants as required. Provides guidance in execution of projects in area of responsibility.

Ensures that building modifications are in compliance with applicable codes, specifications, and site standards to ensure a highly maintainable and cost efficient site.

Ensures delivery of documentation, SOP’s and PMs as necessary.

Manages and coordinates new connections and improvements into existing systems.

Supervises contractors and technicians for assigned project installation phases.

Participates in project start-up, driving team acceptance, ownership and training as necessary for continued operation.

Cross Functional Support for Facilities and Engineering

Participates as part of a team of peers in other areas of facilities management, technology and engineering.

Provide input, support and direction to other areas in order to share best practices and provide recommendations for continuous improvement.


Minimum Requirements


  • B.S college degree in engineering or related field.
  • Minimum of 5 years of supervisor experience, particularly managing technical professionals
  • Minimum of 10 years direct facilities/engineering experience, preferability in the biotech/pharmaceutical industry
  • Experience with regulatory authorities such as FDA and MHRA
  • Thorough working knowledge of cGMP critical utilities; WFI, Clean Steam, HVAC, and room classifications including but not limited to; industry standards for validation, environmental monitoring and maintaining classified room HEPA’s, air flow, DP, temperature, and humidity.
  • Thorough knowledge of central utility plants and distributed utilities including natural gas, electrical, steam, compressed air, building automation, cooling towers and chilled water required.
  • Must have strong analytical and troubleshooting skills in mechanical, electrical, controls and building monitoring systems supporting the equipment in a GMP facility.
  • Experience in proper chemical water treatment for boilers is required.
  • Good communication and computer skills are required.
  • Must be able to be on call and carry a cell phone to respond to emergencies 24 X 7
  • Must be able to work after hours, holidays and weekends, on an infrequent basis, as required to support shutdowns, emergency repairs and project implementation.
  • Must have and enforce safe working procedures. Knowledge of OSHA and related code aspect is essential.
  • Organized work environment skills and good understanding of documentation requirements
  • Must be able to read and understand specifications, shop drawings, coordination drawings, submittals and O&M manuals.
  • Excellent computer, oral, and written communication skills.

Preferred Background

  • LEAN Six Sigma experience.
  • Experience in authoring and closing deviations, CAPA and change controls.
  • SAP PM experience in work order management.
  • Knowledge of high purity water systems (WFI)
