The Director - Program Management Office – Biologics role in Gaithersburg, MD will lead the Program Management Office and associated project portfolio throughout planning, execution, delivery and benefit realization. Ensure projects are resourced appropriately and delivered on-time and on-budget, and in adherence with quality and compliance standards. This role will collaborate with Biologics Operations Leadership Team (BOLT) Sponsors and other key stakeholders to shape high level strategies, ensuring that business requirements are effectively translated into solutions, and that program benefits are communicated and realised. The role is accountable for program budgets and leads teams which support the delivery of programs, through robust project and change management, training and communications activities to ensure seamless and effective program transitions to business as usual activities. This role will be Secretariat for BOLT, a key role supporting Biologics strategy, governance agendas, risk management, annual goals and objectives and performance scorecard.

Main Duties and Responsibilities

  • Establish program vision and an approach to its realization, ensuring project portfolio is supportive of and enables our Operations2020 strategy.
  • Leads the Portfolio Management team in the analysis of the portfolio performance and provides decision making support to the BOLT/BOLT Sponsors to drive changes in investment mix, resource allocation and risk mitigation plans.
  • Drives performance of overall portfolio through effective stakeholder engagement and continuous improvement activities that assure the project portfolio is aligned and prioritized against the Biologics Operations strategy and business goals.
  • Establish and manage relationships with key senior/executive stakeholders within Biologics Operations to ensure visibility and commitment to portfolio objectives and performance.
  • Ensure adequate portfolio-level-scorecard is in place to provide visibility and executional certainty to Project Sponsors on key strategic priorities and resource allocation.
  • Takes ownership of the successful implementation of projects within the Program Portfolio; Ensures streamlined transition into business areas through effective change management and communications, and ensures controlled hand-overs to users and business as usual processes.
  • Leads the PMO and project management teams; is responsible for the above site project management capability across Biologics.
  • Lead the implementation and coordination of a streamlined governance framework across Biologics Operations ensuring the right internal and external alignment.
  • Acts as the business process owner for Biologics Operations scorecard and metrics process; facilitates the development and monitors performance.
  • Sponsors the change management strategy, ensuring effective alignment, engagement and communication of the strategy, key initiatives and business unit performance.
  • Offers the highest level of technical expertise in project management, project planning, budgets and change management methodologies.
  • Determines and establishes organizational structure and ways of working that promote collaboration, trust and inclusion. Coaches, develops and mentors employees to ensure their ongoing career development. Develops diverse talent pipelines and builds capability for the future.


Essential Requirements

  • Business Degree
  • Minimum of 15 years of broad business experience in pharmaceutical operations with at least 8 years of project management of large, complex portfolio management.
  • Experienced in leading change and a demonstrated ability to accomplish results and meet deadlines and commitments.
  • Possess strong interpersonal and communication skills and shares critical information with project team and senior leaders.
  • Demonstrated analytical and logic skills with a focus on fact-based decision making.
  • Demonstrate a data and process mindset, statistically verifies improvements and provides theoretical training along with practical/pragmatic examples of its use.
  • Significant experience in program/project management, with a proven track record
  • Demonstrate strong communication and relationship building skills with the ability to influence others to achieve objectives
  • Experience of defining the business strategies and influencing the key stakeholders of the vision for the business area
  • Evidence of leading and developing innovative solutions that have a major impact within the business area and organisation
  • Strong networking/consulting skills with good internal/external links
  • Ability to interpret and communicate technical information into business language and in alignment with Biologics business
  • Managing, developing and leading a team of people in different locations
  • Proven track record in delivering high risk program/projects and decision making
  • Proven skills and experience of managing and controlling large budgets
  • Ability to convince and manage negotiations across a complex group

Desirable Requirements

  • Project Management qualification
  • Experience of working in a global organization with complex/geographical context
  • Lean/Six Sigma Black Belt Certified
