Associate-Global Clinical Budgeting Fixed Duration Employment

Responsibilities:
•   The mission of the Global Clinical Budgeting and Contracting (GCBC) organization is to develop global grant management capabilities (i.e. global processes, business guidance / tools, performance metrics, etc) and to provide operational support to compound study teams, affiliates/regions, business partners (e.g. Compliance, Procurement, etc) and Third Party Organizations (TPOs). In carrying out this responsibility, GCBC’s vision is to coordinate strategic grant management initiatives and leverage information to make more informed, cost-conscious decisions.
•   The Global Clinical Budgeting Associate (Budget Associate) plays a critical role in GCBC’s budget function and is responsible for providing budgeting leadership within a specific therapeutic area (TA).
•   Key responsibilities include providing budget process guidance and influence; developing and coordinating clinical trial budgets; conducting budget negotiations; conducting budget analyses; pursuing budgeting process improvements, and facilitating compliance. The Budget Associates will also be expected to balance the requirements of ensuring appropriate controls with a streamlined, customer-focused, and timely budgeting process.

Key Responsibilities:
Objective 1 - Global Clinical Budget Planning, Process Guidance, and Customer Education
The Budget Associate is responsible for TA budget planning and providing process guidance to TA management and the medical organization.
•   Accountable for knowing about all planned or ongoing clinical trials within the therapeutic area.
•   Responsible for developing effective working relationships with study team personnel with an emphasis on facilitating communication that will strengthen study planning, study implementation, or address key business needs.
•   Responsible for educating internal study teams and TPOs about clinical trial budget process expectations, budget development timelines, fair market value, and budget approval.

Objective 2 - Global Clinical Budget Development and Coordination
The Budget Associate is responsible for all therapeutic clinical trial budget development, coordination, and communication.
•   Accountable for processing incoming budget requests, reviewing protocols, identifying procedure codes, reviewing company and industry cost data, preparing budgets, networking/validating key assumptions, evaluating risk, and facilitating alignment.
•   Responsible for leveraging third party databases and historical data to document key assumptions and determine fair market value.
•   Responsible for facilitating business process and fair market value consistency across therapeutic areas, studies, and countries.
•   Excellent risk assessment and judgment are required.

Objective 3 - Global Clinical Budget Implementation and Negotiation
The Budget Associate is responsible for the communication and negotiation of clinical trial budgets.
•   Accountable for developing study and site negotiating strategies, communicating Lilly’s position on various financial issues, controlling study expenditures, collecting feedback, and facilitating communication with the appropriate study team, TPO, or affiliate/regional personnel.
•   Responsible for proactively managing the exception management process to ensure process compliance and portfolio delivery.
•   Significant leadership, intervention, and influence are expected.

Objective 4 - Global Clinical Budget Analysis and Accountability
The Budget Associate is responsible for the analysis and accountability of therapeutic area clinical trials.
•   Accountable for ensuring that all budget related information is entered into the appropriate databases for analysis and reporting purposes.
•   Responsible for analyzing clinical trial progress and costs, benchmarking information from external and historical data sources, identifying potential improvement opportunities, overseeing study close-out activities, and using metrics to drive increased accountability.
•   Responsible for assessing organizational performance and using analysis to identify and influence improvement opportunities for management personnel.

Objective 5 - Budget and Grant Management Process Improvement
The Budget Associate is responsible for improving the global budgeting and grant management business processes.
•   Accountable for the identification of business process gaps, investigating potential opportunities, and the development of solutions to address gaps.
•   Responsible for the identification, sharing, and documentation of best practices across therapeutic areas, geographic regions, and TPOs.
•   Responsible for actively contributing to the Global Clinical Budgeting and Contracting staff and driving assigned projects to completion.

Objective 6 - Compliance
The Budget Associate is responsible for promoting and facilitating compliance on all budget related activities.
•   Accountable for understanding and following all procurement, legal, financial, and medical policies and procedures, educating business partners, and ensuring adequate controls are in place.
•   Accountable for ensuring that all budgeting activities are aligned with company policies, clinical processes, and the clinical grant payment process.
•   Responsible for understanding and complying with all statutory and regulatory requirements.
•   Responsible for the identification of potential exposure areas and the development action plans to strengthen operational oversight and compliance.

Requirements

Basic Qualifications:
•   Bachelors or Advanced Degree
•   At least 3 years of clinical operations, financial, procurement, or compliance experience
•   Strong analytical and computer skills

Additional Skills/Preferences:
•   Working knowledge of Fair Market Value and Investigator Budgets
•   Excellent judgment, interpersonal and client management skills
•   Strong project management, communication, and organizational skills
•   Additional clinical research experience
