Responsibilities
•   The mission of the Global Clinical Budgeting and Contracting (GCBC) organization is to develop global grant management capabilities (i.e. global processes, business guidance / tools, performance metrics, etc) and to provide operational support to the Global Business Units, Development Center of Excellence, and research affiliates. In carrying out this responsibility, the GCBC’s vision is to enable portfolio delivery, facilitate process transformation/improvement, and leverage information to make more informed, cost-conscious decisions.
•   The HCP Payment Standards Associate plays a critical role in enabling the Development Center of Excellence to meet corporate and legal compliance obligations related to the disclosure of medical research payments to Health Care Providers.
•   Key responsibilities include global HCP payment standard development/implementation, coordination of TPO data submission requirements, and managing Transparency Reporting cycles within the US and outside the US. The Associate will also be expected to balance the requirements of ensuring appropriate controls with streamlined, customer-focused, and timely business processes.

Global HCP Payment Standards Development and Implementation
•   The HCP Payment Standards Associate is responsible for the development and implementation of HCP payment standards for clinical trials and scientific consulting.
•   Accountable for the coordination of cross-functional business requirements and the development of common payment standards that can be applied across therapeutic areas and geographies
•   Responsible for the development of business processes that can be sufficiently integrated to work across functions and FIPNet partners, and facilitate process efficiency/compliance
•   Responsible for the communication and implementation of the payment standards and business processes across all organizations and geographies
•   Must effectively identify/evaluate/prioritize opportunities and be able to influence management and staff personnel

Global Data Submission Requirements and TPO Coordination
•   The HCP Payment Standards Associate is responsible for the development of data submission requirements and is responsible for coordinating the requirements with TPO partners.
•   Accountable for understanding all corporate reporting requirements and partnering with the corporate HCP reporting team
•   Accountable for the evaluation of data collection options, requirements determination, and ensuring that all requirements are FIPNet-friendly
•   Responsible for educating TPO partners, addressing key questions/concerns, and preparing them for data submission
•   Responsible for assessing TPO progress and readiness

US-Sunshine Transparency Reporting Cycle Management
•   The HCP Payment Standards Associate is responsible for managing the monthly US-Sunshine reporting cycle and ensuring that the DCoE captures all required information.
•   Accountable for scheduling and communicating all information needs with internal and external business partners
•   Responsible for ensuring that each affiliate and TPO has submitted its data
•   Responsible for the identification of missing data and for escalating matters of non-compliance to the appropriate TPO and Lilly personnel

Global Transparency Administration and Security Oversight
•   The HCP Payment Standards Associate is responsible for administering the medical physician payment disclosure system
•   Accountable for security process oversight and managing all Lilly and TPO account requests
•   Accountable for the planning, design, and creation of reports that provide business intelligence, facilitate key controls, or fulfill governmental/regulatory reporting obligations.
•   Responsible for identifying/prioritizing information requests and facilitating solutions that can fulfill multiple business needs.
•   Responsible for the planning, coordination, and implementation of strategic and operational metrics.

Compliance
•   The HCP Payment Standards Associate is responsible for promoting and facilitating compliance on all business activities.
•   Accountable for understanding and following all procurement, legal, financial, and medical policies and procedures, educating business partners, and ensuring adequate controls are in place.
•   Accountable understanding and complying with all regulatory requirements.
•   To carryout this objective, the Associate will need to be able to identify potential exposure areas and develop action plans to strengthen operational oversight and compliance.

Requirements

Basic Qualifications
•   Bachelor’s Degree
•   At least 4 years of financial, procurement, or business process management experience

Qualified candidates must be legally authorized to be employed in the United States. Lilly does not anticipate providing sponsorship for employment visa status (e.g., H-1B or TN status) for this employment position

This position is not permanent. It is for a fixed duration of two years with potential to extend annually for up to 4 years.
