Job Description

Reporting to the Advocacy Relations Director, the Advocacy Relations Senior Manager will be supporting alliance development efforts, primarily with the oncology community, as well as other key third-party partners including advocacy groups, think tanks, industry partners, national thought leaders and other community organizations.  Primary responsibilities include innovating and managing alliance development programs to optimize and champion issues of mutual interest, including market access, market entry in new and emerging markets, and positioning the company as a forward-thinking leader within the biopharmaceutical industry.  The other half of the Senior Manager's time will be devoted to externally facing with Amgen stakeholders to support Amgen policy priorities.   The Senior Manager will also support Amgen-based alliance development with internal commercial stakeholders with a broad range of key partners.

The Senior Manager will:  work directly with a network of trade associations, think tanks, advocacy groups,  business groups, embassies, and other relevant stakeholders to coalesce around issues of mutual importance; plan and coordinate alliance development programs such as policy roundtables, Congressional briefings, meet and greets with key policymakers, policy discussion panel development, and placement of internal stakeholders in strategic speaking engagements;  manage day-to-day relationships with key third-party partners including directing activities of assigned alliances (planning, allocating resources, etc.); partner with government affairs, policy, and patient advocacy teams internally, as well as with external counterparts to develop and execute advocacy and alliance agenda related to broader corporate goals;  draft communications to the broader organization on key alliance-related developments in Washington, D.C. that impact the portfolio;  schedule and track project-specific and operational activities relating to the Alliance Development department;  support and coordinate priority projects for alliance development efforts in Advocacy by generating key research and material approved for external use;  project manage policy advocacy, including creation and oversight of regular internal reporting to leadership and other stakeholders.

Travel expected - approximately 25% domestic

Requirements

Basic Qualifications

Doctorate degree and 2 years of government affairs and/or alliance development and/or patient advocacy

OR

Master's degree and 4 years of government affairs and/or alliance development and/or patient advocacy

OR

Bachelor's degree and 6 years of government affairs and/or alliance development and/or patient advocacy

OR

Associate's degree and 10 years of government affairs and/or alliance development and/or patient advocacy

OR

High school diploma / GED and 12 years of government affairs and/or alliance development and/or patient advocacy

Preferred Qualifications

Bachelor's degree

7+ years of experience in government affairs and/or alliance development and/or patient advocacy, ideally in oncology -- both new market and established market.

Strong understanding of biopharmaceutical industry trends with a working knowledge of U.S. Congress, Federal & State agencies, state legislatures, and Washington, D.C. patient and community stakeholders; experience developing partnerships with third parties to elevate corporate profiles among key Washington, D.C. policymakers.

Working knowledge of Health and Human Services (HHS), Centers for Medicare and Medicaid Services (CMS), relevant state agencies and organizations, and the political process at both the federal and state levels as well as National Oncology Advocates in Washington, D.C.

Proficient use of technology including MS Office Software Package and Internet resources

Demonstrated ability to multi-task in fast-paced, stressful environment.

Demonstrated ability to work cross-functionally with internal stakeholders in Washington, D.C., California and the field, as well as external stakeholders throughout the country.

Strong written and verbal communication skills

Demonstrated ability to work successfully within a team/partnership environment and as an individual contributor, with a high level of professionalism.
