Orlando Business Journal -- The state incentive fund that helped lure Burnham Institute for Medical Research to Orlando, as well as other major life-science institutes to Florida, has run dry. And state lawmakers didn't add one penny to the Innovation Incentive Fund, which once contained $450 million over two years.
